New Wagner Proposal Seen Raising Program’s Cost To $11,000,000,000.
NEW YORK, Nov. 30 (U.P.)~— Enactment of the proposed Wagner= Burray bill to extend social security benefit would raise the costs of the social securitv program to more than $11,000,000,000 in 15 years, compared with the estimated cost of the present program of $4, 000,000,000 by 1960, the Tax Foundation said in a report released today. Asserting that the report was a summary of an objective study begun in the summer of 1943 by its resarch staff, the foundation sald the Wagner bill would make extensive changes but “there has been mo explanation and no supporting. material that would indicate proper conhideration of many important matters which should be canvassed before such far-reaching changes are made.”
High Medical Costs
One of the biggest costs under the bill, according to the report, would be for medical and hospital{zation benefits. ~ “Even though 3 per cent of «all taxable wages would be allocated for this prupose by 1960,” the report said, “a: subsidy of $827,000,000 would be Tequired from the taxpayer.” The Wagner bill, the report sald, “would put the federal government, with its power of subsidy, im the health insurance business. “Not only would this competition prove fatal to private insurance companies now offering hospital, accident and disability coverage, but it might also lead to ultimate repeal of state workinen’s _ogmpensation laws.”
Reports on Job Insurance
Commenting on the provision in the proposed measure for federalization of the unemployment compensation system and transfer to the federal government of state reserves now totalling $5,000,080,000, the report said test calculations showed that each of 12 states with large amounts of war contracts and large numbers of covered workers could pay the maximum benefits for the maximum duration to a substantial part of its covered labor
