on November 15, 1944, adopt & Resolution declaring that it was necessary for the public health and welfare, and that fit would be a public utility and benefit to make certain extensions and additions to the Garbage Réduction Plant and the Sewage Disposal Plant, consisting of the purchase of three (3) extraction units together with the necessary stills, condensors, miscella tanks, pumps, valves, fittings, piping, electric motors, electric wiring and fixtures, conveyors, feeders, and screens, and to provide for all labor and the purchase of all materials and all appurtenances necessary to the installation of sald grease extraction units: and also to complete the purchase of thirty-two (32) or less Garbage Digesters, their installation and insulation, together with the materials necessary for the rebuilding of two (2) jet condensors con. nected to said Garbage Digesters and to purchase and install steel discharge doors for certain of said Garbage Digesters and to pay for the labor necessary for the installation of the same; together with all expenses necessary in connection with said proceedings, and together with a sum sufficient to pay the cost of supervision and inspection during the period of construction of said work and for the services of a competent engineer in connection with said proceedings; that plans, maps, specifications, drawings, details, descriptions, and estimates of the construetign and estimated cost of the same have been prepared and can be inspected at the office of the Board of Public Works and Sanitation of the City of Indian apolis, Indiana,
