Big Business Seen More| Worried by Ruining of Area Than Defeat,

Times Foreign Service LUXEMBOURG, Nov. 18 (Delayed)<=Conflict has: broken ‘out between German industrialists and the Nazi party over the fate of the Ruhr, now. threatened by the great est allied offensive from the west. In the last week the gestapo has, arrested two leading German industrialists, while Hjalmar Schacht, former governor of the Reichsbank, is also reported to be under arrest for the second time this year. Neither the names’ of ‘the industridlists nor the specific reasons for their arrest are available. But there is strong indication that big industry is anxious to prevent the great west front battle from extending further. into Germany.

Fear Ruhr's Destruction

As the allied armies press forward, nearer the vital Ruhr industrial center, it is apparent that German production leaders fear its destruction more than the consequences of defeat.

They have long been among those Germans who would prefer British and American occupation of Germany to Russian and apparently they believe that capitulation to the allies might eliminate the Russians @s control partners. How precisely big business has already formulated its fears and wishes is a matter of speculation. It is likely that the Nazis fear that industry may get togetther with the regular d¥my, which has twice attempted to seize power and conclude its own peace. Hence these latest arrests probably come under the Heading of “preventive measures.” There is nothing to indicate anything approaching a crack in German home-front morale. If it comes, |. its timing can be expected to coingide with the allied arrival in force on the banks of the Rhine.
