commission’s recommendations, if followed, “would, in effect, abolish the scientific merit plan for the selection, employment, promotion and dismissal of public welfare employees throughout Indiana.” She criticized particularly the proposal ‘that the state welfare board, to be composed of three members appointed by the governor, have charge of the grading of papers of persons taking merit system examinations. She also opposed the proposal that | the position of county welfare di- | rector be removed from the list of | positions to be given by the state | welfare board or the Indiana personnel board and that the full responsibility of hiring the county directors be vested in the county welfare board, ; This, said Mrs. Greenough, “would leave them without any protection from political whims, social or religious prejudices.” In his reply, Rep. Teckemeyer hit at the recent selection of Arthur Wooden as Marion county welfare director, Fourteen’ persons, he pointed out, took the examination for that position.

Charges Rule “Ditched”

“The state welfare board itself ditched the rule of three and certified the entire list,” he said. “The local board then selected the next to the last person on the list, Where did the other 12 above come out? “The director of the merit system himself admitted that this violated every rule in the book. Is that merit? “Finally, the former acting director (Miss Helen Guynn) was dismissed, asked for hearing and upon being heard ordered restored by the merit system. But she was not taken back. Is that merit? “The present state board made no move in any direction to stop all this and the merit system is apparently helpless to enforce its decisions. Certainly the merit system needs to have something done to it. Just what will be decided when the legislature hears all the facts, not just those presented by a few wellmeaning but misinformed groups.”

Teckemeyer said that the current argument is not over whether the welfare administration | should be overhauled but how it] should be overhauled, He said that the public should remember ‘in reading criticisms of the commission’s report that it is reading interpretations by various special interest groups. “Some of them,” he said, “claim to have studied welfare problems for years but we are fearful that their study was based largely upon facts and. information supplied by the
