Compulsory Military Bill Action Slated Tuesday
As Recess Ends.
WASHINGTON, Nov. 10 (U. P.) —~ There will be 86 or more lame ducks in the 78th congress when it convenes Tuesday for a short session to take up legislation, including compulsory ‘ military training, extension of the war powers act and unemployment compensation for federal employees. With several contests still pending which may increase the number, the house will have at least. 75 lame ducks, 34 coming as a result of Tuesday's election when 31 Republicans and three Democrats were defeated for re-election. Of the remaining 41, there were 28 who did not seek renomination and 13 who were knocked out in primary fights. Five Lose in Primary
The senate will have 11 lame ducks. Two Republican senators and one Democrat were defeated Tuesday, five senators were defeated in primary fights and three did not run for renomination.

The house is expected to act on legisaltion to extend both the war powers act and the time limitation for trial of Rear Admiral Husband E. Kimmel and Maj. Gen. Walter C. Short, navy and army commanders in Hawaii at the time of the Japanese attack on Pearl Harbor. A provision setting “up a system of unemployment compensation for federal employees was knocked out of the George demobilization bill— which as enacted covered only nongovernment employees—to facilitate enactment of the measure prior to the start of the election recess on Sept. 21. Separate legislation covering government employees 1s scheduled to be brought up in the house soon after the short session opens. The civil service chmmission has prepared an omnibus bill for federal workers including such matters as pay raises and unemployment compensation.
URUGUAY BELIEVES LEAGUE IS NEEDED
WASHINGTON, Nov. 10 (U,P.).— The government of Uruguay, while expressing a preference for a return of the old league of nations in modernized form, has stated that it would support a new organization on condition that it would provide “a positive guarantee of Iinternational peace and security.” Among the provisions it said such a new league should embody were adequate protection for the rights of small states, compulsory submis~ sion of disputes to an international court if they cannot be settled by arbitration and the collective use of force to prevent aggression when deemed necessary by the league.
