FIX BLAME IN WRECK | OF DEWEY'S TRAIN.

WASHINGTON, Nov, 10 (U, P). -The interstate commerce commis sion yesterday blamed the Northern Pacific Railway Co.'s failure to provide adequate traffic control for the collision of Governor Thomas E. Dewey's special campaign train with another passenger train near Castle Rock, Wash., on Sept. 19. The accident resulted in the death of one passenger and injuries to 43 passengers and 17 employees.
