Even Under 'M
By HAL OFLAHERTY Times Special Writer WASHINGTON, Oct. 26.—Reduction of Germany to a self-con-tained strip of central Europe between the Rhine on the west and the Oder river on the east, with East Prussia turned over to Poland,
now appears to be the basis of discussions proceeding between the major powers,
which President = Roosevelt participated through diplomatic chan- . © nels, have dealt Mr. O'Flaherty but, inevitably, other phases of the treatment of a defeated Germany have been considered. Russia has protested against any plan that would involve the stripping of the "Reich's heavy industries. Premier ‘Stalin has openly stated that he would like to see Germany forced back to pre-war boundaries but with its territory east of the Oder river turned over to Poland.
“Moderate” Plan Is Tough
All the major powers have joined publicly in favor of separating Austria from Germany politically, but with something in the nature of a customs union. In Washington, it becomes more obvious daily that Secretary Morgenthau’s plan for savage dismemberment and reduction of Germany

oderate’ Plan
has been thrown overboard by the President and his advisers in favor of a more moderate scheme of punishment. Even this moderate plan, however, is tough. The Germany that will
emerge from this war will be smaller’
but a safer risk from the viewpoint of the world and its immediate neighbors.
More Polish Territory Virtually all of the German territory east of a line drawn south from Stettin through Frankfurt to Gorlitz would become a part of the
new Poland,
This would be in return for Po-
land's sacrifice of its old frontier |
with Russia, which would move west to a line running south from Grodno through Brest-Litovsk and down ta Lwow, Within what remains of the Reich after the eastern boundary has been fixed, the German people will have autonomy; but only after a military occupation that will persist for at least two years and perhaps three. Meantime, the major powers are assembling diplomatic missions to deal with the rising generation of German administrators.
Represents the President
Robert Daniel Murphy, Wisconsin’s centribution to our diplomatic corps, has been sent to Europe with a staff of experts to advise Gen. Eisenhower during the painful days of the occupation.
Murphy will represent the<President as his personal ambassador and will have the onerous task of selecting the local Germans with whom the army will do business after the occupation is extended. In some ways, it will resemble the
diplomats at the time of the African venture. Unwise selection of German administrators in any of the territory under American control might easily cause trouble or confusion,
