Hopkins, special assistant to the President, writing in the current American magazine, proposed that federal income should be more dependent on individual income ~ faxes and less on corporate and excise taxes. He feels that excise taxes, among others, bear too heavily on lower income groups. Excise and nuisance taxes are political slang phrases to gloss over the fact that the federal government is in the sales tax business and has been making a good thing of it since the first emergency levies were laid in the Hoover administration. : Since then the list has steadily grown. Hopkins’ complaint that excise levies bear too heavily on lower ° income groups is a roundabout ad‘mission that these charges, paid by "the manufacturer and often concealed in the price to the consumer, are sales taxes in effect. New Device Provides Homes With More. Fireplace Heat

By Science Service WASHINGTON, Oct. 5.—More heat from the home fireplace may be obtained with the use of a supplementary heater on which patent 2,359,197 was awarded among the 504 patents awarded last week. The patentee is Wilbur R. Brooks of West Hartford, Conn, It is a portable equipment quickly installed in the conventional fireplace, and uses heat that otherwise would escape up the chimney.

This fireplace heater is a continuous air conduit of metal piping extending back and forth along the rear of the fireplace with its two ends extending along one side out to the front. A small electric blower is attached to the lower open end of the pipe and forces air through the entire length, where it is heated, and out the other end into the room. This discharge end may be extended to any point where desired. The piping in which the air is heated is attached to the brick or stone walls of the fireplace with suitable brackets or held by a support resting on the floor, The elec tric blower may be enclosed in a casing at the front of the fireplace, or, by use of an angle and pipe extension, to one side of the fireplace and well away from the fire.

Corn Husking Machine

In an improved corn husking machine the ears of corn are fed automatically in the direction of their length into the machine and the husks slit from tips to butts by rotary knives which move laterally as well as lengthwise and loosen the husks. The knives follow the contour of the ear regardless of its size and do not cut into or injure the grain under the husks. Patent 2,358,961 was awarded on this device. to Ralph Cover and George Osburn, Westminster, Md., who have assigned the patent to the United Co. of the same city.

Toaster and Cooker

A combined toaster and cooker has been awarded patent 2,358,996, issued to Daniel Platkin of Los Angeles, = Electricity is used for heating, and both toasting and cooking may be done at the same time. The toasting part consists of two sloping surfaces with the heating element between them as .in the ordinary electric toaster, In the base of the equipment is a sliding tray with heating elements under it. Bacon, eggs, chops and small steaks are placed in the tray and cooked by both the heating elements under it and over it, or by either one at choice.

Lighting and Air-Conditioning

A combined lighting and air-con-ditioning system, in which the air is heated, cooled, ozonized, or sterilized, has been granted patent 2,359,021, the patentees being Horatio Guy Campbell and George Donald Skinner of London, England, It is applicable to installations in which the lighting means consists of discharge lamps, which employ an inductance or resistance to control the flow of current. The air is circulafod by convection or by an electric an. The conditioning unit is placed over the tubular gas discharge lamps, between them and the ceiling. If the air is being ozonized, the ozone transfer in this unit may serve as a controlling inductance for the lamp. If the air is heated by an electric heater, the resistance winding may be used to control the
