WORLD POWERS FACE REALITIES

; Regional Controls Studied In Framing New League Ee Of Nations.

By WILLIAM PHILIP SIMMS Scripps-Howard Foreign Editor

WASHINGTON, Aug. 23-—In-! formed persons say the new league of nations discussion here by the big three, will be based on blunt re‘alities instead of the idealisms which destroyed the old league. The “first of these realities is that ro nation is willing to go to war

for an abstract principle. It will do so only when its own vital interests a¥e menaced The second is that nations are more ready to go to the aid of a

to fight .for the western hemisphere. Therefore. it is believed the new league will be based primarily on regional understandirigs on the order of the Pan American Union," the nine power treaty and similar agreements. We may see something like “little leagues” functioning = within a “big league,” or world as- : sociation. ~ Should trouble break out between two countries, the regional group would try to stop it. If it failed, the world organization-would intervene. The U. S. Canada and the 20 republics south of the Rio Grande should be able to compose all quarrels ansing within the western world. They would ever prefer that! the nations of Europe and Asia stay out. But if the trouble threatened to get out of hand, then they could give the signal for the others to come in.

Vitally Interested

The U. 8S, Canada, Great Britain, Russia and China are all vitally interested in keeping the peace of |= the north Pacific. Similarly America, Britain, China, France, the Netherlands, Australia and Ne . Zealand are directly concerned i the south Pacific; Britain, Russia, France and China in the Middle East; Russia, Britain, France and others in Europe; and so on. Some regional grouping, integrated within a world organization, might avoid the one great weakness of the old league. In that, the United States refused to commit itself, in advance, to go to war on the other side of the globe, while other countries, such as Britain, did so commit themselves but failed, when the showdown came, to live up to their pledges. This time, an effort will be made to demand no more than can be honestly promised and to promise no more than can actually be delivered. In each region, of course, are smal] nations which are sometimes more vitally concerned in regional! problems than the major powers. | For the small nations it may even| be a matter of life or death.
