“In order to eliminate confusion,

misunderstanding, overlapping and duplication,” said Col. Robinson Hitchcock, state selective service director, “it has been decided to set up a single information and referral service which will co-oper= ate with re-employment representatives of the local boards. “In this city, the official center is being established by local groups which have volunteered their aid and at present a test is being made in one of the local draft boards to determine just how this service can i best serve the returning veteran.”

ference with his deputies today, that the question was more complicated than it had first appeared. He said the opinion would be issued as quickly as possible. The request for an opinion was received yesterday from David M. Lewis, Democratic member of the state election board. Mr. Emmert felt that the question should be answered immediately so that there would be no delay in printing of the ballots to be sent servicemen overseas. He criticized the election board in a formal statement yesterday for waiting until now to ask for clarification of the law on the matter. “Our men in the fighting forces deserve better treatment than this,” he said. Mr. Emmert said that judging! from the length and completeness of Mr. Lewis’ letter it was evident that it had been planned for sometime to ask for an official opinion.
