Budget Agency Behind Effort To Unify Investigations

Of Subversives.

By CHARLES T. LUCEY Scripps-Haward Staff Writer WASHINGTON, May 25.— The move to “de-emphasize” army and navy investigations of possible sub-} versives—blocked at least in partis by congressional opposition — was'S part of an overall government pattern developed by the budget bu-| reau. the Presi-, dent's top administrative agency Budget bureau officials sav the move stemmed = from a wish to end duplication which occurred in pesonnel investigations of the army. navy, eivil service commussion and other = government agencies, and not t's “play down" mvestigations of Com-| munists. | But on Capitol Hill, which dispatched a committee to see Sec»iZ retary of War Stimson yesterday = as soon as the proposals became |= Known, some congressmen expressed Es ’ a view that the move reflected a z general government disposition to = ease up on Communist investigations. scrapping its Communist investi-| gating section and shifting specialists in this field to other duties. The civil service commission, &ceording to budget bureau officials, has eliminated use of its subversive files in favor of letting the FBI Z do this work, but the army's move = in this direction. apparently has |= been spiked by congressional criticism. The fact that this policy shift has occured in several agencies and ts no mere isolated affair, some congressmen are contending, is evidence that there is a determined effort to minimize the importance|= of the investigations of Commu-|= nists and other subversives. The budget bureau said, however,|S that it began. in 1942 to urge that = duplication existing in investigations and in maintenance of investigating aids be done away with. ! It was felt that the FBI maintained 'S

complete files and that the other |= agencies couid use it. | Stand in Dispute

This point is disputed, however, by some who claim that while FBI files are extensive, they do not contain everything in army and navy

files, and that valuable data on sub- |S versives would pe lost if their files were to be dismantled. . . ° ®
