WASHINGTON, May 4 (U. P.).— The state department was expected today to recommend to congress soon a proposal for creation of an “UNRRA” for education and culture.
It would be organized and financed along the same lines as the united nations relief and rehabiiitation administration—with the big three nations providing the bulk of the capital. It was estimated, however, that the costs of such a project would not be even 10 per cent of the $2,500,000,000 UNRRA fund of which the United States’ share was $1,350,000,000. “Why feed a lot of destitute people, such as UNRRA will be doing, if we don't go further and help educate them?” asked Rep. J. William Fulbright (D, Ark), chairman of the American delegation to the recent conference of allied ministers of education in London. The London conference formulated a draft constitution for a united nations organization for educational and cultural reconstruction and it is now being submitted to the nearly 20 nations which participated.
