A GERMAN ERROR—
finally could be held relatively cheaply while the Wehrmacht massed in France and Germany to smash anticipated landings by the armies of the western powers, The Germans failed so completely to hold the Russian army that their entire eastern empire is on the point of collapse, and they may be forced to draw on their anti-invasiofi reserves in western Europe to keep the Russians from sweeping into Silesia once their full summer campaign develops. By EDWARD W. BEATTIE United Press Sjaft Correspondent
LONDON, April 21-Military sources today said that the German high command had committed a basic strategie error on the west bank of the Dnepr when the Russian steamroller might have been held in check—an error which may have a tremendous effect on the allied invasion of western Europe. : They said the Germans apparently thought then—and haye hoped since as they retreated to each new river line—that the Russians

The Germans have been putting out.round-about hints of a possible counterattack east of At best this could only be a shadow of former German offensives, and intended only for defensive purposes. There are no signs the Germans have reserves for anything but defense. The most certain fact in this uncertain spring is that the days of the great German offensives have
