P.).—The British Press association reported without elaboration today that the Germans have shown signs of a decision to abandon Rome. The report was carried by the agency in commenting that Britain was unlikely to reply to Irish Prime Minister Eamon de Valera’s appeal for an allied-axis agreement to make Rome an open city immune to air and ground attack.

“While this suggestion has a direct bearing upon the present local dispute, the commission wishes to say that this recommendation was written and agreed upon two months ago, long before the local situation arose. Other Suggestions

Other recommendations which the commission will make to the legislature: That responsibility of relatives be

established in aid to blind persons just as to aged persons. That the present law be revised to require monthly meetings of each local board of sufficient length to enable the board members “to actually rather than summarily review each and every case presented to it for an allowance” and that the board members be paid an adequate per diem. That a closer scrutiny be made by both the local and state boards of activities of employees which might generally be considered as “illadvised, subversive or inimical to the good of the welfare department.” That the present law be revised to give the state board the power to make suggestions to local boards regarding the number of employees needed to carry on the work of the local boards and that the state board be relieved of “its power to force county boards into line with its views by threat of withholding funds.

Army Toll Jumps 10,450 In Two Weeks, Says

S. army casualties as of April 7 totaled 145,082, an increase of 10,450 above the total two weeks earlier, and the total announced American armed force casualties to date are 189,309, it was revealed today. There was no immediate explanation of the reduction in the time lag in casualty announcements: A navy casualty list released today showed 44,227 casualties among navy, marine and coast guard forces, an increase of 378 above the number on the list released last Thursday. The new navy total showed 18,795 dead, 11,726 wounded, 9282 missing and 4424 prisoners of war. Stimson said that of the army wounded, 32,360 have been returned to duty and that 1677 prisoners of war are reported to have died in enemy prison camps. There was no immediate explanation for the jump during the last week, which was nearly twice as big

as most of the weekly increases in casualty totals “have been lately. Presumably, however, it might reflect losses in late March and early April in Italy and air force losses in the devastating pre-invasion pounding.
