The draft pact contains 18 short, concise articles creating an international authority. “The authority differs from the league in two major aspects,” Lord Cecil said. First, it makes clear that ft is the primary duty of the United States, Great Britain, the Soviet Union, and China to act in case of aggression or threatened aggression.” ‘ Defense Unit Created

They shall, according to article nine of the draft, “use their whole strength to prevent any act of aggression. , ..” In case of-emergency, the defense committee is empowered to act by any means it deems necessary to stop aggression. It would not have to consult the rest of the membership before acting. The draft for the authority leaves it up to the defense committee itself to recommend at an early meeting, what sort of internatonal police force, if any is necessary for keeping the peace. The draft also suggests the creation of an international air force. The advantage of an air force as an international police force is that during peaceful times the air force could remain at home, within the member states. Yet it could reach the scene of aggression within a matter of hours.
