By WILLIAM H. STONEMAN Times Foreign Correspondent LONDON, April 6.—Crown Prince Humbert’s generous consent yesterday to take over his father’s functions as king of Italy will come as no gift to Count Carlo Sforza, Benedetto Croce and other eminent Italian liberals, who in the past have demanded that the king's abdication be followed by a regency, with Humbert's young son, the Prince of Naples, as the nominal occupant of the throne. Not one of these pillboxes was ever used by the Germans during their fighting retreat and, according to the peasants, the Germans themselves stood by and laughed loudly at their uselessness while they were being erected. “Buffone”—clown— is the Italians’ word for this man who now is willing tp take control of their destinies.
