Formal Action Explained As Government Seeks

New Russ Terms.

HELSINKI, March 21 (U, P).— Finland formally announced her rejection of Russian armistice terms early today, but at the same time promised to continue her efforts to reach a satisfactory peace with the Soviets. A government ‘communique issued at the unusual hour of 5:30 a. m. (9:30 p. m. Monday, Indianapolis time) said Finland could not accede in advance to the Russian demands without further clarifica~ tion of their meaning. . The disputed Russian demands, which the communique said would have a “far reaching efféct on the existence” of Finland, were believed to include those calling for internment of German troops and withdrawal of Finnish troops within Finland's 1940 borders in advance of armistice negotiations.

Disclosure Delayed

The Finnish note of rejection was sent to Moscow by way of Stockholm last week-end and disclosure of the contents presumably was delayed until word of its delivery reached Helsinki. Covering two double-spaced typewritten pages, the Finnish communique reviewed the history of the preliminary peace talks, which were initiated by Juho K. Paasikivi, former Finnish premier, with Mme. Alexandra Kollontai, Soviet ambassador to Sweden, at Stockholm last month. After the
