A RULE-OF-THE-THUMB PLAN, designed to determine whether laid-off war workers who turn down lowerpaying jobs are entitled to unemployment compensation, was rejected by the state unemployment compensation board

The question arose a month ago! in Evansville where several thousand war workers, most of them women, were laid off at the Chrysler and Sunbeam Electric factories when war contracts were canceled or cut back. Most of the workers had been earning 82 cents an hour but refused offers of jobs in restaurants, laundries, stores, hotel and other service industries where the pay was 40 cents an hour, or perhaps a little more. They claimed they were available for work but work at such pay wasn't “suitable,” therefore making them entitled to unemployment compensation. An investigating committee found that most of the women were given compensation on the basis that the pay wasn't “suitable” but it doubted

How do they get by with it? Picture the situation. It is up to the deputy unemployment cimpensation manager at Evansville to decide the cases. Seven thousand come in to him in the space of a week or so. Does he have time to get all the facts, to get beneath any phony stories and find out the real truth? There is a system of appeals to hear either workers or companies who believe a mistake has been made, The review board sometimes spends an hour or more on each case, a case the deputy had to decide in a few minutes. That is a major reason why an investigating committee proposed a sliding scale of work pay. Under this plan, an ex-housewife who had been making 80 cents an hour would have to be offered a job paying 60 cents an hour during her first week of unemployment, or else she could draw compensation. The second week the job would have to pay 90% of the 60 cents, the third week 807%, the fourth week 70% and thereafter 40 cents an hour, This plan, which is somewhat similar to those used in Illinois and Ohio, was designed on the one hand to keep employers from hammering down wage rates and on the other hand to keep new war workers from trying to draw compensation unless they can get pay equal to war wages. it failed to get the green light.

Incentive Pay, Speaks

Mr. Lincoln has received na-tion-wide publicity over his vigorous objection to war department renegotiators who, he claims, limited the incentive pay in his welding equipment factory to $5000 per worker. His Subject here will be along that line, “Incentive versus governmental cofitrol.” Approximately three hundred executives of industrial plants are expected to attend. Joseph E. Cain, executive vice president of P. R. Mallory and chairman of the Marion County Committte for Economic Development, will preside.
KUN RESIGNS FROM MANPOWER GROUP
The Citizens Manpower Emergency committee today announced the resignation of George A. Kuhn as its chairman and the election of Norman H. Gillman as his successor. Mr. Kuhn, who has been the active head of fhis committee since its organizatiot last October and who carried forward activities that resulted in the reclassification of Indianapolis from a Group 1 to a Group 2 critical labor area, resigned because of the time required on other civic activities which he had undertaken. In explaining his resignation he said that the mayor's post-war planning committee will require more of his time in the future. Mr. Gillman was selected by the Citizens Manpower Emergency committee to serve as labor utilization consultant attached to the Indianapolis office of the war manpower commission. Mr, Gillman has announced that he will resign from that position on April 1. Members of the committee said that Mr. Gillman is now engaged in adapting the program of activities of this organization to the com-
