can be punished'S by a maximum of |= six months de-'= tention, with for-i= feitire of two-.= Mr. Stoneman thirds pay during!Z that period; iniS ease the property is valued at be- |= fween $20 and $50 the culprit is = Hable to dishonorable discharge,'= eonfinement with hard labor and complete forfeiture of pay, and if the amount involved exceeds $50 a man can be sentenced to a maxi-/ mum of five years, with complete forfeiture of pay and dishonorable discharge. : Sentences Rather Mild
Civilians who steal or handle government property illegally are lable to heavy sentences but in practice are dealt with fairly mildly by our AMG courts. #Ten years is regarded as a terrifi¢ sentence and seven Fears unusu ,A glance at’ list. of sentences indicates that most thieves get between three months and three years. I visited a session of our superior sourt in Naples at which two men were tried for theft. One had gone into the dock area and tried to steal a truckload of grain. He was discharged because it was shown that he was physically and mentally deficient and because our military authorities had not prepared a convincing case. The second case was that of a songenital criminal who had reeaived one eight and one six-year sentence from the Itallan courts in the past. He was given six years for stealing an automobiles and escaping from prison afterward. All military sentences are subject to careful scrutiny by Col. H. D, Lemar of Omaha, a highly experienced corporation lawyer, who is now judge advocate general of the peninsula base section. Civilian sentences are also subject to review and appeal. : Altogether, civilians have the best of it and, i you respect the uniform in which tens of thousands of Americans have died already In this}: war, that is probably the way it should be.
