By WILLIAM PHILIP SIMMS + Seripps-Howard Foreign Editor WASHINGTON, March 2.—The fate of Finland is again in the balance, whether or not she makes peace with Russia and Britain. It
the Nazis now turned their weapons against the Finns and the Finns fear that if the Soviet army came
There are supposed to be approximately 100,000 Nazi troops in Finland. And .the first jtem in Moscow's reported armistice terms calls for the internment. Radio Berlin hints they will fight rather than surrender. Certainly to extricate themselves would be difficult, whether via Norway or southward across the gulf of Finland to Tallinn. But if they
might become another Italy. Russia would have to intervene and that would tie up Russian divisions needed elsewhere.
Another Italy?
Moreover, the Germans are well aware that the Russians don’t like the Finns and that the Finns return the sentiment. If the Finnish armistice move, therefore, were to degenerate into resumed warfare between the two countries—the Russo-Finnish fron{ has been quiet | for a year and a half—and were followéd by Russian occupation, so much the better from Germany's point of view. For if Finland refuses to remain in the war the greater the confusion within her borders, and the more confusion, the better for the Nazis. The next, few days or even hours, therefore, will be touch and go for Finland. Now that Mosocw has announced that armistice terms have been submitted and . that Helsinki has them under consideration, Berlin knows what to expect. And she may try to seize the initiative and attack, if possible, to duplicate the Italian episode.
Poland’s Case Next
The armistice terms are widely regarded here as harsh but not as much so as many expected. The official Soviet press had given the impression that the Soviet army intended to.give Finland a blood-~ bath before it was through, and the experience of the “winter war”

Holland, the alr ministry announced. : Huge fires were left burning among Stuttgart factories turning out engines for Messerschmitt and Heinkel planes and for heavy army trucks and tanks, the communique

would insist on a Soviet-type government at Helsinki, As reported thus far, Russia’s demands are not very. different from those of 1940. Even this slight tone-down is welcomed here. It is taken to mean that Russia is not entirely unmind‘ful of foreign opinion. For some time it has been felt that Finland would be a test; that it would provide some indication of what might be expected elsewhere in eastern Europe. the outlook for her has been dark indeed. How much influence, if any, Washington has had on Moscow in all this is problematical. It is known that President Roosevelt and Secretary Hull have long been trying
and Russia on acceptable terms. Also that they have tried to bring Russia ‘and Poland together. ' Marshal Stalin is a hard-boiled realist who is bent on creating his wn cordon sanitaire around the Soviet Union. But as a realist he knows that, in the long run, world opinion is also a power to reckon with.
