STOCKHOLM, Dec. 21 (U. P.).— Gauleiter Arthur Seyssinquart of Holland has arrived in Copenhagen, well-informed circles reported today, and observers believed his visit might portend a drastic overhauling of the Nazi administration. Danish circles believed his primary assignment was to prepare a

report for Hitler on widespread sabotage and underground resist ance in Denmark despite severe Nazi repressive measures, Other quarters speculated that Seyssinquart may be given supreme authority over Denmark. Belief that a reorganization is imminent springs from apparent German recognition that Denmark will remain a weak spot in the Nazi European fortress as long as political and police affairs are partly controlled’ by Danish authorities.

Board Studies Plea for Fugitive From Chain Gang.

Burns, the governor said, was accompanied by his wife and children and convinced Arnall that he had “completely rehabilitated himself, has earned the right to freedom by the exemplary life he has led for the past 13 years.” Arnall expressed the belief that the prison system Burns condemned in his book “I Am A Fugitive From A Georgia Chain Gang” has also been condemned by the people of Georgia. He called the board's attention to the fact that after his first escape Burns became the successful publisher of a Chicago business magazine. Citing Burns’ record, after his original conviction to 6 to 10 years’ imprisonment, Arnall sald he was identified and returned to Georgia from Chicago, but escaped again. During his second period of freedom Burns wrote his book, which was made into a motion picture, and sought refuge inh New Jersey, where three governors have refused to extradite him to Georgia.
