One of the aims of the signal engineer is to increase the speed with which police and fire signal networks operate. Mr. Shulsinger points out that about 10,000 people are killed annually in fires in the United States and that the chief reason for this is delay in sounding the fire alarm. “The fire departments are all set to go,” he says, “but they can't move until the alarm comes in.”

He says that the average fire company is in action within 30 seconds after the alarm is sounded by pulling the lever on the alarm box. Ten seconds are required for the signal to get’ from the alarm box into headquarters, another 10 seconds for headquarters to signal the fire stations and a third 10 seconds for the company to get into action.
