American and British leaders have not been successful and that more complete recognition will be withheld until a greater degree of unity is achieved. The success of such a policy will not be determined immediately. The qualifications will make it possible to withdraw or nullify recognition from the French committee if it adopts a course not considered in line ‘with the principles and objectives of the united nations. - But even limited Anglo-American recognition was expected to advance the cause of French unity and to submerge the factionalism which has plagued Frenchmen everywhere since the fall of France. First evidence of that was announcement that the Fighting French delegation here would abandon that designation, and that henceforth there would be a single representation.
The Russian action was interpreted here as blanket endorsement of the committee ag a de facto government. If said nothing about a future. French government afier France itself is liberated. In contrast, the British and Amerfcan statements both recognized “with sympathy” the committee's desire to be regarded as the group “qualified to insure the administration and defense of (all) French interests,” but added: The United States—'“The extent to which it may be possible to give effect to this desire must, however, be ‘reserved for consideration in each case as it arises.” Great Britain—“It is the intention of his majesty’s government to give effect to this request as far as possible while reserving the right to consider in consultation with the committee the practical application of this principal in particular cases as they arise.”

But it was expected that his operations will be co-ordinated with those in the Southwest Pacific under American commana, While much has been done in the way of planning and getting supplies to India for the Burma campaign, observers here cautioned against expectations ‘that Mountbatten’s appointihent as supreme commander of allied forces in the southeast Asia area would be translated into sudden action in Burma. ‘Mountbatten, it was understoood, had’ little advance warning of his selection, and it was considered

Mr. Roosevelt's statement recognized the French committee as administering French overseas territories which acknowledged its authority, but specifically said that it did not constitute “recognition of a government of France or of the French empire by the government of the United States.” There was no parallel to the latter in the British statement. “It does constitute,” Mr. Roosevelt said, “recognition of the French committee of national liberation as functioning within specific limitations during the war. Later on
‘the people of France, in a free and
untrammeled manner, will proceed in due course to select their own government and their own officials to administer it...
“In view of the paramount im-|-
portance of the common war effort, the relationship with the French committee of nationsl liberation must continue to be subject to the military requirements of the allied commanders.” The British statement made the same qualifications, designating the allied military command as supreme in theaters of operations and promising the French people a free choice of government after the war, but it added to its acknowledgment on overseas territories, specific recognition of the commitiee’s assump-
tion of Fighting French authority
in respect to territories in the Levant—Near Eest. The Canadian recognition embodied all factors included in the British statement. A few hours after the Anglo-American-Cana~ dian-Russian actions were made public, radio reports were received of Brazil's and Peru's recognition of the committee. China is expected to follow soon.

creased rations for East coast motorists in the near future, whose “A” cards at the present time are worth" 134 gallons weekly. Reporting on the steadily-in-creasing military demand for aviation and other gasolines, Davies emphasized that the only means whereby those needs can be met in full is to “reduce the demands on galing stocks at home.
