WASHINGTON, July 3 (U. P). A new proposal to place congress on record as to its war aims and post-war collaboration was offered Yesterday by two Republican senators—Athur H. Vandenburg of Michigan and Wallace H. White Jr. of Maine, They introduced a resolution, calling for house concurrence, which would call for an expression by the current 78th congress. The words “this congress” were underscored. Past attempts to get a congressional expression on the subject have been challenged by some on the grounds that the present congress should do noth ing which would tie the hands of
