House Committee May Hold Investigation Despite End of Contract.
WASHINGTON, June 18 (U. P.).
'| —Termination of the navy’s Elk
Hill, Cal, oil reserve contract with the Standard Oil Company of California will not deter a full investigation started by the house publi¢ lands committee, it was indicated today. Secretary of the Navy Frank Knox announced last night that the company had agreed to terminate a contract which earlier in the day was described by Assistant Attorney General Norman Littell as illegal and invalid. Senator William Langer, (R. N. D.) has denounced the contract as a “give-away” and described it as reminiscent of the Teapot Dome scandal of the Harding administration. Rep. J. W. Robinson, (D. Utah), ranking Democratic member of the house committee which opened an investigation yesterday, said he thought the group would continue.

“There is a lot in connection with the contract which members will want to know, along with the question of payments made by the navy to the Standard Oil company,” he said. “I believe the committee will not be satisfied. to drop the whole subject.”

exceeded the authority - granted the secretary of the navy by law. H. D. Collier, president of the Standard Oil Co. of California, said in a statement issued in San Francisco that the sole question was an “interpretation of the law”; that the contract was “fair to both parties . . . and was in the public interest.” Knox said his own investigation found no improprieties by either party, and that the acting attorney general had asked him to state that the justice department “concurs fully and emphatically” in that

George accused the armed services of indulging in unnecessary expenditures which threaten home front economy. That, lumped with ‘“‘overstaffing” of government agencies, he said in an interview, ultimately will arouse the taxpayers to protest. “The economy VOWS congress made last January appear to have been fruitless,” he said, “because you can’t hold down war expenses if you give the army and navy complete say over their needs.” George conceded that any challenge of the army and navy budget inevitably would bring upon the challenger condemnation on the grounds that reduced spending would hamper the war effort, but he added: Reduction Vital ’ “No matter what the army and navy say, we ultimately. are going to have to reduce somewhere along the line or else we won’t have sufficient manpower and raw materials to maintain even a minimum economy on the home front.” He noted that federal revenue is estimated at $38,000,000,000 this year and that the treasury wants an additional = $12,000,000,000 in new taxes. “When the people realize—and that realization surely will come— that they must foot the bill through taxation, they will register their protest at the polls,” he said.

Medical Officers Shoot Men Unfit for Duty Whefi Attack Fails.
MASSACRE BAY, Attu Island, May 31 (U. P.) (Delayed).—Seriously wounded Japanese soldiers, unfit for further: fighting after a futile assault on U. 8. positions May 29, were shot and killed by Japanese medical officers, American troops reported today. That the attack was a “one-way” venture conceived by Col. Yasuyo Yamasaki, Japanese commander on Attu, was indicated by that action and evidence that the enemy had no previously arranged rendezvous point in case the assault failed. - Yamasaki threw everything he had—both civilian and naval personnel—into the battle and some of the Japs were equipped only with primitive weapons. Many carried spears made by lashing bayonets to sticks, while others had nothing to use but rocks. .

One U. 8S. soldier told how a Jap rose from a sinkhole and hit him in the ribs with a rock about the size of a baseball. “It caved in three of my slats,” the soldier said. “I call it uncivilized warfare.” Army authorities do not know the fate of Yamasaki and his second in

Among them probably are a number of enemy civilians who were forced to fight.

But one of them, shivering and forlorn in a snowbound foxhole, decided he would rather be a live captive than a dead civilian when he saw his comrades mowed down by American gunfire or kill themselves during the battle in Sarana valley.
