equést Peeves Chileans; Many Fear Question May Lead to War.
By ALLEN HADEN Copyright, 1943, by The Indianapolis Times and The Chicago Daily News, Inc. BUENOS AIRES, June 10.—Reopening of the question of a Pacific port for Bolivian President Enrique Penaranda and Foreign Minister Tomas Elio has had repercussions in South American diplomatic circles
here and in Montevideo, wwhich are ea tly w tching the development
livia will reopen negotiations for a F port “within continental har - Mr. Haden mony,” Chile’s immediate reaction has been an offigial foreign office statement that alif territorial questions with Bolivia were definitely settled by the treaty of 1904. ‘ This apparently slams the door on harmonious negotiations, and Chile appears to have locked the door by raising the legal status of Arica from department to province. Solution Held Possible Yet, well-disposed persons Chile and Bolivia admit a solution is possible. The solution lies in some sort of confederation between Bolivia and Chile, within which the port question becomes an administrative detail. When Bolivians speak of a port, they usually mean Arica, terminus of the failroad serving La Paz. But Arica was never Bolivian. Before becoming Chilean it was Peruvian. By the treaty of Ancon which terminated the war of the Pacific, 1879-1881 (Chile against Bolivia and Peru together), Arica became the subject of arbitration and eventually went to Chile by agreement with Peru in 1928. That war land- . locked Bolivia, though Bolivia enJoys free port facilities conceded in Arica by Chile.

WAR BONDS
When Pearl Harbor burst upon us our great expanse of territory was protected by a one-ocean navy of about 350 first-line ships with an addition of an approximate number building,
Now we are in a five-ocean war and we are required not only to pay for the building of enough ships of the line but also for hundreds of Liberty ships and auxiliary craft. The amount of money you invested in war bonds when we had a one-ocean navy was all right then. It isn’t enough now. Buy more and more war bonds.
ETHIOPIA WANTS TO INVADE ITALY
Selassie’s Aid Outlines His Country’s Post-War
Aspirations.
WASHINGTON, June 10 (U. P.).— Ethiopian soldiers are being trained to take part in the allied invasion of Italy, it was revealed yesterday by a member of Emperor Haile Selassie’s cabinet. Yilma Deressa, acting minister of finance and Ethiopia's leading delegate at thewunited nations’ food conference, spoke of his country’s aims after a conference with Secretary of State Cordell Hull. : The 35-year-old Deressa said Ethiopian soldiers are now training with modern weapons instead of the spears and antiquated rifles with which they tried to defend their country against the Italians in 1936.
~ Wants in Vanguard
“We have offered to take part in the invasion of Italy and hope to] have a place in the vanguard of the assault,” he said. Deressa, small of stature and speaking English with a cultured air, said Ethiopia hopes to retrieve Eritrea, held by the Italians from 1870 to 1940. : “We feel, too, that Italy should pay us an indemnity for her seizure of our country,” Deressa said, “but that will depend upon hew others of the united nations feel and also on what is left in Italy, which probably won't be very much. > .
Kingdom Was Restored
The British defeated the Italians in Eritrea in 1940 and restored Haile Selassie’s kingdom of Ethiopia to him in 1942. Deressa also believes Djibouti, capital of French Somaliland, should go to Ethiopia after the war. “Djibouti is our only outlet to the sea,” he said, “and the only railroad to Addis Ababa is from there. We have tried in the past to reach an agreement with France about it
the future. nt At the Hot Springs food conference Deressa was interested in getting information on the co-opera-tive movement to take back with him to Addis Ababa. Deressa put forward the proposal that the United States take the initiative in development of international cooperatives for both producers and consumers,
