MONTEVIDEO, June 9.—Argentina’s new nationalistic “neutrality” ‘government under Gen, Pedro Pablo Ramirez, co-leader of last week's army revolt who took over from Gen. Arturo Rawson Monday, today was viewed with skepticism by informed Argentines who foresee at least a two-year military dic-
In an ambiguous statément, Gen. Ramirez has pledged retention of the republican form of government, co-operation with American nations and neutrality “at this moment.” But his regime’s roster of military and naval personalities plus one lone civilian has failed to receive universal acclaim. “Revolutions are not made for three months,” responsible Argentines said privately. “Unfortunately we are in for two years of military dictatorship if Gen. Ramirez is recognized and if he lasts.”
Affirms Traditional Policy
Gen. Ramirez's statement said that “the Argentine republic affirms its traditional policy of amity and loyal co-operation with the nations of America, in accordance with existing pacts. Regarding the rest of the world, its policy at this moment is that of neutrality. “The provisional government believes it necessary, furthermore,” it continues, “to state that it sustains the principle’ of absolute autonomy of states to adopt its methods of government. Therefore, it will not tolerate any foreign influence since the Argentine people maintain, and will maintain throughout the troubles which may ensue, republican and representative form of government according to its constitution.” Hope is attached by some observers to the phrase “at this moment” where the statement speaks of Argentina’s neutrality policy. They reason that what exists “at this moment” can give way to something else in the future.
JEFFERS HOLDS TIRE SITUATION CRITICAL
WASHINGTON, June 9 (U. P.) — Rubber Director William M. Jeffers today described the tire situa-
- tion as “critical,” and ordered the withholding from reclaimers of “scrap” tires that can be made reuseable by the application of patches and other repairs, in addition to the use of reliners. Jeffers said investigation showed that these potentially reuseable “twilight tires,” as they are known to the trade, amounted to many thousands.

them to do doubie duty as artisans and soldiers. This information leaking out. of Norway seems to give more proof to reports in Sweden that some of the best troops stationed there have been moved out to strengthen continental defenses. This manpower shortage in Norway also is indicated by the fact that German civilians employed there by the occupation. authorities aré being armed and obliged to take up sentry duty and assume other military duties preparatory to resisting invasion. The Germans continue to move away. from the coastal areas all Norwegian yeuths who might join a resistance movement in the event of invasion.
