WASHINGTON, June 7 (U.P.).— Secretary of the Treasury Henry Morgenthau Jr. last night announced a surprise $2,500,000,000 war loan drive for the end of this month to obtain money needed before the regularly cheduled third war loan campaign in September. Officials said the money will be needed to supplement $4,000,000,000 ‘in second income tax installment .payments on June 15 to meet outlays arising before the third war loan drive. Morgenthau did not say whether the money will be borrowed from the public or from banks, The form of the securities to be offered was not specified but they will be ne- " . gotiable with a maturity of not, more than 10 years.

CHUNGKING, June 7 (U. P.).— Chinese troops were reported today to have driven to within a few miles of Hwajung, major Japanese-held stronghold in the Tung Ting lake area, while the Chinese air force struck at several points in support of the ground forces. Front line dispatches said that the Chinese had captured strategic points around Hwajung, which was taken in the enemy offensive south of the Yangtze river last March. The Japanese position inside the city was said to be threatened. The Japanese, still holding part of Itu, 32 miles below Ichang on _ the Yangtze, were under terrific; air and land bombardment as they , retreated across the river.
