Time Alone Can Reveal
To Dissolve the Third International, Foreign Observer Believes.

WASHINGTON, May 24.—Time alone can reveal the full significance of Moscow's move over the week-end to abolish the Third International whose job heretofore has been to launch the world revolution as envisioned by Marx,
Lenin and Trotsky.
Coming at this particular phase of the war, it seems designed, at least in part, to abate the unease to which the International has given rise within the Communist-capitalist
partnership known as the united nations. Also as an answer to some of Dr. Goebbel’s raw - head - and - bloody - bones propaganda. But certainly that was not all

dium of the executive committee of the Communist International frankly stated, that body has long since served its purpose and its dissolution is overdue, ; war or no war. As § now organized, its activities would hamper more than they wouid help. In other words, the red bear's cubs have grown up. They no longer need to be breastfed by the mama bear. There is now a Communist party in practically every country, and these parties are so thoroughly indoctrinated that they are perfectly capable of going it alone. In fact, as Moscow observes, it is better that they should go it alone because each has its own peculiar problems and these can be solved by the leaders on the spot better than by those in the Kremlin. Moreover, as the Moscow statement pointed out, “communists have never been.supporters of the conservation of organizational forms that have outlived themselves.” On the contrary, they have been quick to change the form to suit “the fundamental political interests of the working class movement as a whole.” Marx Set Example
In this, said the statement, they are following the example of Karl Marx, who, after organizing many workers of Europe and America under the First International, scrapped it as soon as it had accomplished its purpose. Afterward came the Second and Third Internationals, which last is now on its way out. Another key to the meaning of the Moscow proposal may be found

Communists in the United States were bitterly hostile to the Nazis until the Moscow-Berlin pact was signed in August, 1939. After that, until Germany attacked Russia in June, 1941, they took the opposite tack. They systematically opposed |conscription, aid to Britain and American preparedness generally. After June 22, 1941, they switched again, immediately and completely. In itself, therefore, dissolution of the Third International would seem to carry little real meaning aside from that pointed out at the beginning of this article. The crucial test will come when each party outside the Soviet comes to apply Moscow’s advice to make its policy fit into “the framework of its own country.” For instance: A recent official opinion handed down by Attorney General Francis E. By HARRISON SALISBURY United Press Staff Correspondent LONDON, May 24—Any allied invasion break-through of German coastal fortifications in Northwest
France might result in Nazi abandonment of Paris to attempt a stand along the old Hindenburg line, 50 to 75 miles to the east. This theory is borne out by reports from refugee sources that the Germans have mobilized large forces of slave labor to build special defenses and fortifications in the Soissons area about 50 miles northwest of Paris. German military authorities are said to reason that the initial objective of any allied landing in northwest France would be Paris, in order to obtain the network of communications radiating from the capital. Due to terrain factors, the Germans probably recognize the possibility that, if the allies succeed in piercing coastal defenses in the region between Calais and Le Havre, the chances of halting the invaders short of Paris are not good. The German problem then would be where to make a stand. The French Maginot line was erected to meet attacks from the east rather than the west and many of the forts are situated on the wrong side of rivers and ravines to meet a drive from the coast. If the Germans fell back all the way to the Siegfried line, they would yield bomber bases within calling-card distance of the vital Ruhr war industries. Therefore, it is believed likely that the German high command is preparing a new line of defenses about 50 to 75 miles east of Paris Rerorts of the construction of fortifications near Soissons suggest that this city, which was the scene of some of the heaviest fighting of world war I, probably will be employed as a hinge for a reincarnated Hindenburg line.

O,, protested that the word totalitarianism was open “to many interpretations,” and added that “the minority believes that its inclusion is a slap at an ally that has given 5,000,000 of its citizens to this war; to an ally which has stuck by us loyally, an ally without which we might well not be here.”

Hundreds of Indiana women between the ages of 21 and 45 are needed to replace enlisted men in the army. Those qualified may start immediate training in radio repair work. Applicants, who must enroll in the WAAQCs, will be put on an inactive status until the training period of three to six months has been completed. While in training the enrollee will be paid $103.41 per month for the first three months and $146 per month for the next three. WASHINGTON, May 24 (U. P.). —The inflationary gap isn't the only gap that's worrying the nation, according to Rep. Robert A. Grant (R. Ind). He read the house a letter from a Goshen, Ind, housewife who complained of the gap created by OPA orders shortening hose and simlutaneously cutting the length of girdle hose supporters. “The strain is go great,” wrote the indignant housewife, “that a pair costing $1.35 lasts six wearings instead of six weeks or more.”
