FIRE HYDRANTS BOTHER CHIEF
They Are In Backwards, He Says in Criticism of Government City.
Times Special SAN FRANCISCO, May 6. —New
problems have been tossed into this city's lap by the need for fire and
police protection, schooling and] transportation at Hunters Point,| where a Federal community of 5500) homes and dormitories is mushfooming. The new community was planned {fn Washington, without reference to city and state fire laws, building regulations and health restrictions.
At a meeting of the city's co-ordi-nating council with officials of the | navy and the housing authority, gome of the resulting problems were canvassed. Fire Chief Sullivan and Fire Marshal Kelly blasted the construc- | tion of the buildings and said they] veritable firetraps, with narrow halls and windows which are almost inaccessible as emergency escapes and too small for a man to climb through They demanded that more doors be cut in the 300-foot long Jdormitories, and pointed out that the two-story family residences rely on only one entrance. Chief Sullivan disclosed that the fire hydrants on the housing project are of a different Kind than the city uses and that, while city hoses can connect with them if certain fixtures are adapted, it will delay he fire fighting considerably, “May I also point out,” he said mildly, “that the hydrants are installed backwards, their openings! point toward the buildings, instead of to the street.”
WAVES AND SPARS MAY BE PROMOTED
Plans providing for transfer of outstanding enlisted personnel in the WAVES and SPARs to officer status were outlined yesterday by] naval recruiting officials here. The new system provides for transier| after six months of enlisted service. Two or more years of college education are required for officer candidates, but the rule may be waived fn exceptional cases.

New Address System Will Be Instituted in 178 Cities.
WASHINGTON, May 6 (U. P).-—-Don't be surprised if cousin John has a slightly revised address the next time you hear from him.
