ALLIED FORCE HEADQUARTERS, North Africa, April 6—A new deal for the Arabs of Algeria, designed to give that motley population a chance to pull itself up by the bootstraps out of its tramplike existence, is contemplated. Such a program is being definitely planned by the French educational authorities and social service chiefs as a main plank in North Africa’s post-war program. Expansion of native schools, eventual division of large properties, and a general increase in wages are regarded as indispensable to the

For the immediate future French officials advocate a material increase in the minimum wage scales, coupled: with increased discipline of those who profit by such increases.
