‘Clearing ‘House’ Does the Rough. Work, Then Consults President.
WASHINGTON, March 19 (U.P). —President Roosevelt has set up what amounts to a “clearing house” that refines major problems for him. ~ It is staffed by top-flight advisory experts who do the “rough work” so that the president can make a decisionn without taking too much time from his job of directing the war effort. 5 : The clearing house has no formal name or framework; but it has a number of departments. The latest to be set up is a post-war planning committee, headed by Secretary of State Hull, and a membership including a group of international experts, both in and out of the government.

The clearing house has been long in developing, and only recently have its functions taken on their present broad scope. Included in the informal organization are: 1. The combined chiefs of staff, with Admiral William D. Leahy, chief of staff to the commander in chief, serving as a super funnel for military information to Mr. Roose-' velt. - 2. A committee headed by Economic Stabilization Director James PF. Byrnes, which, so far, has tackled only the manpower situation for the president, but is regarded as a good bet for future assignments. 3. The national resources planning board, which is organizing post-war domestic plans and consolidating them for Mr. Roosevelt and congress. 4. The combined A. F. of L.-C. I. O. labor “cabinet” which meets with the president at regular intervals, permitting him to concentrate within a period of 30 minutes or an hour discussions which would require
