SOUTH SIDERS WANT IDLE DUMPS COVERED

Dirt fill-ins of vacated dumps near 8. Meridian st. and elevation of the Belt rallroad are among projects advocated by the Southside Civic club in a letter sent today to Mayor Tyndall, The letter stated that it was hoped the dumps might be covered in the near future, but added that

the civic group realized elevation of the railroad would have to wait until after the war. It was signed by Leo L. Kriner, secretary of the club.

PERMIT POSTAL AND WESTERN TO MERGE;

WASHINGTON, March 8 (U. P.). —President - Roosevelt has signed legislation permitting the merger 6f Western Union and Postal Telegraph companies. The bill ‘does not accomplish the merger, but specifies certain conditions under which the companies can be combined.

LUDLOW WANTS PEACE AIMS SET

Asks House to Create Committee to Draw Platform.

Times Special WASHINGTON, D. C., March 9.— Representative Louis Ludlow today

introduced a joint resolution to

create a committee on peace aims. . He said in a speech in the house that the function of this committee would be to state the case of the united pations in the court of world opinion, “which has never been adequately stated.” The function of the ‘committee would be to draft a statement which would be “a ringing indictment of totalitarian rulers who are ruthlessly stamping out life, liberty and the pursuit of happiness in vast sections of the earth and a powerful appeal to the conscience of man-

He pointed out how much the Declaration of Independence contributed to winning the revolutionary war and declared the time is ripe for some modern Jefferson to do for mankind on a world scale what Jefferson did to light the torch of liberty in the western hemisphere. Under the Ludlow resolution, the proposed committee to draft a statement of peace aims would be composed of 12 members, three from the senate, three from the house, and six to be appointed by the president.
