anchor bases of any line the Germans might be able to establish east of the Dnieper. The Soviet forces were only 200 miles from Kiev and were believed to be within 20 to 30 miles of the Dnieper at some points. The London radio reported that some Russian advance units were 130 miles west of Kharkov, which might be in the ' immediate area of the Dnieper. The breakthrough near Orel was at Maloarchangelsk, 41 miles south
of the city, but dispatches said some] (
of the outer hedgehog defenses considerably closer to Orel were in Russian hands. The Nazis admitted a Soviet breakthrough southeast of Lake Ilmen, between Moscow and Leningrad. : The London radio quoted a German broadcast as saying the Red army had started another new offensive in the area of Sukhinichi, 140 miles southwest of Moscow, 90 miles northwest of Orel and 75 miles northeast of Bryansk.
U. S. B-24 BOMBERS HAMMER MESSINA
CATRO, Feb. 24 (U. P.).—American B-24 Liberator bombers scored direct hits on the harbor and ferry slips at Messina, Sicily, in a daylight raid yesterday, a communique from ninth U, 8S. air force headquarters said today. The Liberators left large columns of smoke rising from the ferry slips and from commercial oil tanks south of the harbor, the communique said; and scored a direct hit on 8 ship moored at the ferry dock. All U. S. aircraft returned safely and one enemy fighter was shot down. The attack was carried out in “clearest weather.” The fliers reported that both the harbor and the ferry slips appeared to have been “smashed up completely.” The formation of German Messerschmitts which attacked the raiders was described as “heavy.” (Radio Rome, quoting the Italian high command communique, said two American bombers were shot _ down in the Messing raid and that ). eight civilians were killed and 32 wounded.)

WASHINGTON, Feb. 24 (U, P.. —Rep. Andrew Jackson May (D. Ky.), chairman of the house military affairs committee, snorted like Old Hickory himself today and declared “this business of guarding congress is a pack of damn-foolish-ness.”
He said that he would cast aside his congressional dignity and ascend to the roof of the house office building to investigate personally a colleague’s complaint that the army is. guarding congress from air attack with wooden guns. The army, it developed had its own sufficient reasons for the wooden guns. But May said both wooden and real guns were going to go. “If they are wood, I'm going to see to it they're taken out of there,” he said, “and what's more we'll do away with all these soldiers standing around the capitol. Getting so you ¢an’t go out a door around here without ‘running into some {feller with a rifle or his bayonet.
“Wouldn't Hurt Anything”
“They'd be better off in the army fighting. Hitler isn’t going to bother congress anyhow.” Rep. May's was typical of congressional reaction to the statement of Rep. Harold D. Cooley (D. N, C.) that “wooden guns manned by wooden soldiers” guarded congress against air attack. “Little guns like that wouldn’s hurt anything anyhow,” said Chairman Carl Vinson (D. Ga.) of the house naval affairs committee. “If an enemy tried to attack Washington we’d have to stop him at Hampton Roads, Va. or we'd have an awful time.”

LICENSING OF POOL PRINTERS PROPOSED
Licensing of pool ticket printers and manufacturers would be pré= vided through an ordinance drawn by City Councilman Willie B. Sullivan and submited today to City Clerk Frank J. Noll Jr. The proposed ordinance, to be introduced in City. Council Monday night, would exact a semi-annual license fee of $15,000 of pool ticket processors. It states in part: “No person, firm, partnership or corporation shall manufacture or assemble or print for distribution or sale any slip of paper or pool ticket « . . ‘unless they shall have a license therefor from the City of

It further states that those convicted of violating the proposed ordinance would be subject to a fine of not more than $300 and imprisoned for not more than six months, City legal authorities expressed doubt of the validity of the proposed ordinance on grounds that

WASHINGTON, Feb. 24 (U. P.). —The house appropriations committee today approved a deficiency appropriation of $6,298,530,435.87 for government departments after eliminating $13,806,330 in amounts asked for manpower agencies and state-aided school, child care and maternity programs. Bulk of the supplementary appropriation — $6,173,719,545 — was voted in direct appropriation and contract authority for .the maritime commission’s emergency shipbuilding program. A total of $124,810,890.87 was approved for all other government purposes. Publication of testimony taken by a subcommittee in connection with the bill revealed that Admiral Emory S. Land, chairman of the maritime commission, said the commission’s over-all program calls for construction of 4403 ships at a cost of $10,788,006,357.

Emergency Appeal.
The state civilian defense bill, appropriating $310,000 for civilian defense during the next two years, was passed unanimously today by the house of representatives. The measure provides $295,000 for the work of the state civilian defense council and earmarks an additional $15,000 to be used by the civil air patrol during the two-year period. A provision for a $200,000 special emergency defense fund, included in the original bill introduced by Rep. Lloyd Claycombe (R. Indianapolis), was stricken out by the house ways and ' means committee on the grounds that any emergency funds which might be necessary could be obtained from the governor’s contingency fund.

The controversial liquor question was dropped back in the laps of the legislators today when an attempt was made to provide a minimum 10-day jail sentence for any motorist who drives within six hours after taking a drink of intoxicating beverage. The attempt was made when a minor liquor -control bill already passed by the house, came up for second reading in the senate. Senator Clyde Black (R. Logansport) introduced an amendment which he described ‘as the “most drastic. liquor control we could have.” Slams Enforcement
