Indiana State Conference on Social ‘Work, Indiana Council on Crime and Delinquency and the Indiana Society of Professional Engineers. Hans Riemer, president of the American Federation of: State, County and Municipal Employees, also declared today that a drastic cut in the personnel board’s appropriations “can only result in mass withdrawals from institutional service in Indiana. “Through the operation of the merit law, the personnel division has offered te employees the only to otherwise impossible working conditions. Indiana state employees will not continue to stand by an employer who completely ignores their needs as loyal, honest and decent human beings.” Members of the ways and means committee met today for final consideration of the budget bill before bringing it out for consideration by the entire house of representatives. At a meeting last night, they indicated the recommended appropriation of more than $170,000 for the personnel board would be revised sharply downward. “You may say that the merit system in the institutions is a stake,” Rep. Jess Andrew (R. West Point), committee chairman, told reporters. “Asfar as the system in the health, welfare and other departments is concerned, we plan no cuts.”
Inefficiency Claimed
Charging that the personnel board is unable to furnish an adequate number of employees to the institutions, Rep. Andrew said that the few who had been furnished came to the institutions at phenomenal cost considering the size of their assessments for operation of the merit system. “We have letters from nearly all the state institution heads,” Rep. Andrew said. “They are critical of the merit system and we intend to give these letters serious consideration. Most of the employees who do come to these institutions under the merit system don’t measure up to the requirements of the jobs for which they are recommended.” . The biennial appropriations bill was expected to be ready for consideration by the whole house late today or tomorrow.

All day yesterday, a dispatch from allied North African headquarters said, husky doughboys. swung picks and shovels along the dorsal, digging trenches and emplacing guns on heights that dominate German positions on the plains below. American field guns and mortars concealed among the evergreen trees on the slopes pointed toward the barren valley, where the Germans dug slit trenches with a minimum of natural cover. The weather was raw and rdiny, with an occasional snow flurry.

The dorsal rises to 4000 feet in some places and offers an excellent defensive position. The road north of Feriana, near the southwestern end of the new American line, twists and turns around the steep slopes. A frontal assault along the road would be extremely costly, since American artillery dominates the plain for 10 miles out. A second road runs through a pass northwest of Kasserine, northwest of Hairda. At its narrowest. the pass is three miles wide. Guns on the heights dominate ‘it, and if the Germans elect to continue their offensive, they undoubtedly would send their tank columns through the pass. A communique said the French were now taking up positions dlong fhe dorsal without enemy pressure.
