opposed the bill from the floor of the House yesterday, pointing out that it would cut short the terms of many county officials. The amendment resolution would make all the county offices elective in 1946 and all county officials would take office for new four-year terms on Jan. 1, 1947. “The way this amendment is set up,” Rep. Hoover said, “it will SYecp the county court houses clean in
The bill to transfer administration of the store license division from the democratic controlled fax board te the office of Richard T. James, Republican auditor of state, arrived in the senate today for the second lap of its legislative rounds. In the house yesterday, Rep. Earl B. .Teckemeyer (R. Indianapolis), author of the bill and brother of Deputy State Auditor Ross Teckemeyer, told representatives that the transfer would improve the administration of the store license division and would permit the state to do the job with fewer employees. Contending that the tax board is primarily judicial in nature, Rep. Teckemeyer said the auditor’s office already was doing 70 per cent of the office work for the store license division. It now requires the time of 23 employees to handle the job, he said, while under the proposed change of administration setup if

Store Licensing to Auditor
Rep. Roy Darneal (D. New Albany) opposed the measure, charging that it was primarily a dodge to increase the number of Republican employees. He asserted the tax board actually is handling the store license job with eight field men and that its staff could not be reduced because it would continue to handle its regular tax duties, including the’ ‘¢ollection of the intangibles tax. . Rep. Teckemeyer argued that the present method of collecting the store license tax requires, on the basis of last year’s figures, 18 per cent of the revenue collected for payment of expenses. He denied that anything involving only 14 employees could be regarded as a patronage measure, but concluded: “This is a party measure—no if’s or and’s about it. Dailey, board attorney, and seven milk control administrators including William Wilson, administrator for the Indianapolis area. Opponents of milk control, who have been drumming up votes against the measure since it was introduced, contended that it was enacted only as a depression measure to protect milk producers and was no longer necessary under current wartime conditions. Support for the measure had dwindled to a point where even its most ardent backers were not sure it could pass both houses.

introduced yesterday by Rep. Ned Lowry (R. Logansport), Coming on top of several amendments, introduced and acted upon as though the representatives intended only to change. certain provisions without hurting the general setup, Rep. Lowry’s motion caught supporters flatfooted. The motion was passed with virtually no resistance. Anson Thomas, legislative representative for the Indiana farm bureau and: one of the leading backers of the bill, pointed out, however, that amendments adopted by the house just before the motion for indefinite postponement virtually would have crippled the law even if it had been permitted to pass

Rep. George Henley (R. Bloomington), majority floor leader, removed
{the milk board’s authority over
dealings between distributors in the protected areas and producers in| areas not under price control. According to Rep. Walter S. Baker (R. Bourbon), author of the bill, the Henley amendment would have had the effect of permitting dealers to bring in milk from outside the controlled area to compete with farmers protected by the board. The second important amendment was introduced by Rep. Robert Hoover (R. Goshen) and would have suspended the law in favor of OPA control of milk prices. “If we couldn't have gotten the bill through the legislature without those two amendments,” Mr. Thomas said, “perhaps it’s just as well that it was killed.”
TEACHERS’ PAY RAISE BILL PASSES HOUSE
Proposed wartime pay increases for Hoosier school teachers were ready for senate consideration today after passing the lower house without opposition. The house voted unanimously yesterday for the bill which would raise minimum teachers’ wages from $800 to $1000 a year for the next two years. If passed by the senate, the increases will be in effeot until April 1, 1945 and it will be up to the next general assembly to decide whether or not the increased minimum scale shall continue for a longer period. “We never have placed the teachers on an economic basis in keeping with the high standards we require of them,” Rep. George Henley (R. Bloomington), majority floor
|leader, told the representatives.
