"FOR ARGENTINA

BUENOS AIRES (via Clipper) — Landed softly on Avenida de Mayo,
Buenos Aires, by interplanetary|j}
parachute, a man from Mars would never believe a world war is raging. An Argentine complains .of gas Ps rationing and then explains that basic rationing amounted to about 50 gallons for three months. All motorists tried to get a higher rating than they were entitled to. It was the Ar2 : gentine version of Ta the A B C cards Mr Haden _" te United States. “Drop a match in Buenos Aires and if it’s still lit when it hits the floor the whole town will go \poo, ” an Argentine said to me. “Everybody is hoarding gasoline, in garages, closets and under kitchen sinks. Drums used to cost 8 pesos they now cost 50 pesos. I use demijohn glass jars, myself,” he added.
. Everybody Takes a Chance
There’s so much money rolling ‘around loose there’s a boom-town
aspect to all Buenos Aires. The(}
favorable balance of trade has
jumped 142 per cent and amounts
to something over $100,000,000. Ex-
ports not only are up 22 per cent
{in value but imports have increased 7 48 per cent.
Tickets on the Christmas lottery
; for the main prize of about $1,500,- © 000 were sold out two days before
'{ the drawing and at the end com-
manded a premium of 20 per cent.
. Eight million of Argentina's 14,- + 000,000 people paid extra for the | . privilege of taking a chance. First * Iprize was distributed mainly among

The candy store where I did some Christmas shopping has been gathering new customers. The lady who owns the store confessed with awe that on Christmas eve a man spent $750 6n candy.
Hold “Thumbs Up” Tourney
Rents have jumped skyward. A three-room apartment which used to cost $100 to $125 now costs $400. Young salaried assistants in business firms are desperate. Many little athletic’ and social clubs around Buenos Aires are holding club tennis tournaments. They call them “thumbs up tournaments.” Many foreigners take part in them to forget that their brothers, uncles, cousins are under, fire somewhere. They play at night under flood lights. If you look hard enough there ere signs of the war peeking about. People are going to the Argenfine watering places instead of abroad. On suburban trains more posters roclaim: “The country lacks fuel. Avoid rush hours for the common
Rubber Is Scarce
Rubber ‘shortages are beginning to be felt. Cars stalled in midtrafic with flat tires remind one of the early 20's in the United States. One might my taxi blew a tire. I took another cab and a few blocks further on this one had a flat. Both drivers blamed the government and only complained that tires cost $75 mpiece. Neither of them mentioned the war. Argentina officially lives under a state of siege but you'd hardly no-| tice it on the surface, except when Critica and Argentina Iibre, both pro-ally newspapers get closed. The heaviest concentration of cops is still required to hgndle traffic at Palermo race track. Newspapers scream their war news. When they announce an allied victory, papers sell out completely. When the allies take a setback, the newsboys return their papers,
NOTRE DAME NAVY CLASS GRADUATED
SOUTH BEND, Ind., Jan. 29 (U. P.).—The first class of 1100 navy midshipmen were graduated here yesterday at the University of Notre Dame and received ensign commissions. x Rear Admiral John Downes, Chicago, commandant of the ninth faval district, presided at the exercises. One hundred and 80 ensigns planned to marry shortly after the ceremonies and 14 rites were sched-
uled for graduation day at South|§
Bend, navy officials said.
COURT OF CLAIMS PROPOSED IN BILL
Creation of a court of claims in
i Indianapolis to hear pleas for dam-
ages or ‘redress against the state was proposed yesterday by a bill introduced in the house by Rep. John A. Kendall (R. Danville). The measure provides for the appointments of three members of the court by the governor, not more than two of whom shall belong to
