Moore and Bergh are the team of the ‘fat man and the midget and Clayton and Phillips do a balance act. The dance end of the. bill is provided by Lloyd & Willis, tap specialists, in an average routine, and a poorly trained chorus. - o o n ON THE SCREEN, Keith's presents a half-hour document, “Hitler's Plan,” which shows the Nazi geo-political scheme to run the world. The events in Russia and North Africa have taken most of the punch out of the film which is out-of-date, but well put together. The feature picture is “Fiesta,” a musical in technicolor.

Ceiling on Income May End Gifts to Many Schools And Hospitals.

Times Special WASHINGTON, Jan. 29.—Proposed limitation’ of all individual incomes to a net. $25,000 a year, which congress will soon be asked to pass on, is holding up contributions of wealthy persons to worthy

public here. The letter was written by M. L. Benedum, Pittsburgh oil operator, to Dr. Robert Clarke, head of Geneva college at Beaver Falls, Pa. It was inserted in the congressional record by Rep. Randolph (D. W. a.). ' Mr. Benedum wrote that he was delaying his contribution to Geneva college because of “the strong possibility that congress may adopt the recommendation that the total of any individual income in America may be limited by law to $25,000 a year.” Schools, Churches Periled

It is obvious, he wrote, “that if such a limitation is written into our statute books it will. no longer be possible for me or other persons to make contributions of a substantial nature to institutions such as yours. “If the source of the Support that for years has been given to institutions such as yours and to the church is cut off by an act of the government, it is inescapable that our schools, churches and hospitals will be compelled to turn to the government for their support. This means that those institutions will become creatures of partisan politics.” Salaries are already limited by executive action to a $25,000 top, after income taxes, but the ceiling does not now apply to income from investment.

NEW GUIDES ISSUED TO TROOPS ABROAD

WASHINGTON, Jan. 29 (U. P.). —Three new pocket guides for U. S. soldiers in Iran, -Egypt and New Caledonia have been lssued by the services of supply. In addition to advice on “the proper attitude toward native populations in those areas, the guides explain why troops are necessary in those parts of the world. Iran contributes 80,000,000 barrels of oil to the war effort every year. Egypt controls the Mediterranean, the Suez and is the base of the North African campaign. New Caledonia, Pacific life-line guardian, links the united nations with Australia. The guides are illustrated, contain maps and a glossary of foreign words and phrases.

Budget Bureau Looks for Better, but Not Fewer, (Questionnaires.

By MARSHALL McNEIL Times Special Writer WASHINGTON, Jan. 29.—Businessmen may get more, rather than fewer, government forms and questionnaires to fill out, although they are assured that those they do get will have been studied and approved by the budget bureau. Budget Director Harold Smith has just reported to Rep. Wright Patman (D. Tex.), chairman of the house small business committee, on the machinery set up to carry out the federal reports act of 1942. This law, sponsored by Mr. Patman and others, was intended to reduce the number of questionnaires sont to businessmen. Mr. Smith explained the ropvlations under which the, act will be| administered, and then warned:

“It may be that the requirements of federal war agencies and others for information deemed necessary to administer their responsibilities will continue to increase. Theré are sorhe grounds to believe that the maximal number of report forms has not yet been reached. “What can be assured is that all proposed forms and plans will be subject to an orderly process of review and that they will be sanctioned only if a need for them has been fully sustained.” So long as the country is faced with new problems, he pointed out, there will be need for information,

and those needs will be met.

MEN OVER 38 MUST WAIT REPLACEMENTS

WASHINGTON, Jan. 29 (U. P.) — The rate at which men over 38 will be discharged from the army will

be speeded up as soon as the new]

teen-age inductees have received sufficient training to replace the older men, the war department announced today. The announcement said that there are approximately 300,000 enlisted men of 38 or over in the army, many of whom are skilled technicians who volunteered to fill urgent needs. Under the recent ruling, the 38-year-old who seeks release must request discharge in a written application to his commanding officer; must be handicapped by his age to such an extent that he is more useful to industry than to the army, and must present satisfactory evidence that if he is returned to ciyilian life he will be employed in an essential industry, including agriculture.
