Small Decline in Materials °

For November Accounts . For Decrease.

WASHINGTON, Jan. 23.—During November, the cost -of constructing

‘la standard six-room hause regis-

tered a slight decline (1-10 of 1 per cent), the first downward movement since ‘the summer of 1940. Dealers prices for materials ‘dropped fractionally while labor

costs were unchanged. Although costs have risen

throughout the last 30 months; af :

leveling off in the upward trend has. been in evidence since last March, due largely to ceilings established by the OPA, according to the federal home loan bank admin-

| istration,

Contrary to the usual seasonal trend, non-farm real estate foreclosures in November fell 1 per cent

below those for October and set af

new low record for the 16 years for which foreclosure statistics are available. =

Mortgages Show Decline

There were 3112 foreclosures in November and 3151 in October, the

| previous low month. All but seven

scattered states shared in the November improvement. Home ‘mortgage financing in the country dropped sharply in volume during November to the lowest level since Februry, 1940. The bank administration attributed the 22

per cent decline from the previous|

month to seasonal influences as well as the increasing curtailment of new construction because of material shortages. A new factor was that November was the first full month in which OPA restrictions on the’ sale of Setmnt-ooeupied properties were in effect.

EVANS PREDICTS NEW REALTY GAINS

Meet Walter M. Evans, new president of the Indianapolis Real Estate board. Although he has performed the duties of his office since the first meeting this month, he will not be formally installed until Wednesday, when the board has its annual banquet at the Indianapolis®* Athletic club. Mr. Evans has been in the real . § estate business for j almost 24 years. He. served with the Rainbow division in France e during * the first Mr. Evans when he returned in 1919 he went to. work for the Union Trust Co. He's been with the company’s real estate division ever since and is now chief appraiser and farm manager for the firm. His interests are building and brokerage. It’s his idea that although the real estate business has been ad-

versely affected by the war there is still a great deal of business left for those willing to go out and get it —a process which. will take more time and effort than it has in the

|| pagt. He predicts a fine future for

above. . , . They are available only

By VIRGINIA HATFIELD “Them that has, gits.” The sentence is ungrammatical, but accurately described the plumbing sitJation under existing war restrictons.. The home owner who has a bathtub, sink, water closet or lavatory too badly damaged for repair may ‘obtain a priority from the WPB and get the damaged item replaced. On the other hand, a home owner who has not had modern improvements in his home and finds himself for the first time with money enough to invest in them cannot get a priority order for such equipment. The government evidently assumes that what a person has done without in 1942, he may do without in 1943.

A Word of Warning

No doubt the reason for such action was that persons who do not have modein plumbing have other facilities, while those with damaged modern equipment are left without plumbing of any sort. But, here’s a word of warning to “them that has.” . Production of bathtubs, sinks and other plumbing fixtures has been halted. Until the end of the war and for a period afterwards, the only ones available will be those already in stock. In some areas that stock is limited. So, it's up to the home owner to keep the plumbing and plumbing fixtures he has in the best possible condition. * Believe it or not, many persons] get into bathtubs with their shoes on to change curtains, wash windows .and change screens. Nails, sand and dirt on the heels and soles of shoes scratch enamel. Others redecorate. their homes without covering the bathtubs and get paint on the enamel. ‘In removing paint with sharp objects the glassy surface becomes marred. Those are thoughtless mistakes.

Avoid Harsh Abrasives

Additional care demands elbow grease. Best weapons for battle

: |against dirt on enameled plumbing

fixtures are a bristle brush, naphtha laundry soap .and hot water. Chromium faucets and fixtures also require only soap and water. They should be dried with a soft towel to prevent scratching. Harsh abrasives should not be used in cl Accumulated stains and dirt that cannot be removed by this method may be removed by adding a small amount of non-gritty abrasive cleaner. After cleaning, the solution should be rinsed away with clear water and polished with a dry cloth. Now for the water closet. A recent article in Small Homes Guide gives the following instructions for

p: “Clean the closet seat in the following manner: If it is made of wood, sheet covered, use only soap

or oil. Polish the hingles with metal polish. Replace bumpers that are ‘worn because they are like1y to cause breakage of hingles.

and water; painted wood, use wax|}

broken equipment and with a priority order from the WPB.

Only Replacements Possible Under WPB Priority Ruling

Persons. leaving a house unheated throughout the winter should see that the pipes are drained and that anti-freeze is put in the traps. Today it is essential to make simple repairs promptly and to take precautions to avoid major breakdowns in equipment which might necessitate the replacement of parts made ‘of metal. Plumbing does wear out, however, Home owners, unfortunate ‘enough to have to make major repairs during the war, will have to be contented with plastic materials after the present supply is exhausted. Chromium-plated faucets and other Batares will be made of plain black mn. Another problem facing some communities: is a shortage of plumbers, resulting from the draft and the fact that many have gone into defense plants. Indianapolis as yet has no worry in that respect. Restrictions against private homme building have released the plumbers to devote their time to repair work.
