GAINS SUPPORT

Ranking Republican Member of House Places Plan On ‘Must’ List.

WASHINGTON, Dec. 28 (U. PP). —Bipartisan support appeared to be developing in the house today for pay-as-you-go income taxes. Rep. Allen T. Treadway (R. Mass.) ranking Republican member of the house ways and means‘ committee, urged that a plan for current-pay-ment of income taxes be placed high on the legislative “must” list of the new congress. \ Treadway’s statement ‘came 8 few days after the top Democratic member of the committee, Chairman Robert L. Doughton (D. N, C.) told reporters he favored putting tax payments on a current basis. “It is in the interest of both the government and the taxpayer that congress give early consideration to a plan to enable individuals to meet federal income tax obligatoins out of current earnings instead of on the present . year-late system,” Treadway said. “Unless federal tax

liabilities may be discharged as in-|

come is-earned, the government will have a serious problem of trying to collect the heavy income taxes now being levied on all classes of taxpayers.”

- Against Ruml Plan

Doughton specified that he was opposed to the Ruml pian, which would achieve this end by dropping out one year’s taxes and treating regular income tax installments as levies on current earnings instead of payments on the previous year’s income. The Rum! plan was rejected last fall by the senate finance committee after the treasury had expressed opposition to some of its features. Treasury experts proposed adoption of. & modified ‘form of the Ruml plan which would “forgive” one year’s taxes only on the first $3000 of income, and thus relieve lowers bracket taxpayers without giving individuals with high earnings a “windfall” gain.
