Double Glass Installations Save Health, Cut Fuel Bill
If your home is cold this winter, don't just sit and gripe about the rationing board. There's something you can do about it. The average home owner tosses about $30 out of every $100 he spends for fuel right out the window. That's because so, much of the air he heats with his fuel is chilled by coming into contact with the glass in his windows. The solution to the problem is storm windows and doors. They usually save up to 30 per cent of the fuel normally used.
Many Types Available
There are many types of storm doors and windows. Each t has its own selling points, but the main principle for retaining heat the same. The glass of" the regular window plus the Slat of the ou window = obstructs heat. | A dead air space is formed between the two glasses and causes moisture to form on the outside glass. That's a feature of storm windows that any housewife should appreciate. It keeps draperies from being spoiled and saves the cleaning bill. The double glass keeps out dust, soot and dirt, too, hence a cleaner home. An ordinary window lets air currents come in around the curtains. With properly measured and fitted storm windows, drafts can be eliminated. That means fewer colds and better health for everyone in the family. Certain types of storm windows
of
and doors may be used the yi round. Heat travels in only one direction—from a warmer area’ into a colder cue. Sincé the windows obstruct the passage of heat from the inside to the outside in winter, they will also resist the entry of heat into cool homes in the summer months. Homes with storm windows, ‘therefore, are air conditioned. Those windows left up the year round have special features. Some
have screens which may be installed] : from the inside of the "house and: others have screens as a part of 4

their regular structure. features incorporated by manufacturers are rain-proof ventiiation, screwed joints, clear vision glass, etc. Some storm windows are burglar proof. Both storm windows and doors may be bought from stock or custom made. They may be purchased completely painted and installed, or unpainted and untrimmed. You can, if you wish, fit, paint and install them yourself. The government has placed no restrictions on materials for siorm sash doors and windows. In fact,
{the government actually publishes
pamphlets encouraging their use. Loans to cover the cost of the two items can be financed on FHA’s Title I terms. The only trouble now is that the demand for them is so great that it takes some time to have orders filed. One dealer alone reports that his wholesale house is 15,000 orders behind on delivery. Persons who have placed orders are asked to be patient. Others wishing to avoid intense cold later should act NOW. Remember—if your home has storm windows and doors, you will save your fuel and be warmer. You will save on your fuel bills, doctor bills and cleaning bills. In addition to your own personal benefit, you will be termed patriotic. Fuel pis a weapon [of war. It builds and feeds the tanks, planes and ships sent against the enemy. It turns the wheels of war industries. It heats homes, offices,
ehr-| Schools and hospitals.
There is plenty of fuel underground, but the problem is to transport it.. The production and distribution of all fuel depends upon manpower; which is becoming scarce. So the fuel you use at home is a drain upon limited resources of labor and transportation.

Conversion Plan.
Marked interest in the government’s home conversion program has been shown since the new War housing cehter, directed by Robert. M. Collier, opened its doors at 314 Occidental bldg. last Monday. . More than 100 Indianapolis home owners have investigated and signed applications to participate in the program, which provides for the leasing of existing housing units from. their present owners and converting them into multiple family homes for war workers. “At present, the center is particularly interested in applications from home owners in Irvington and the west and southwest sections of Indianape ,” Mr. Collier

lings encountered by war workers. Mr. Collier cited instances in which local war plants lost skilled work-
homes for their families. In addition to providing a remedy for present conditions, the center will endeavor to have homes available as war manpower reaches its anticipated peak here in the fall of 1 Under ‘the conversion program, home owners will sign ‘a seven-year lease with the government. During that period, the government will
upkeep on the houses and the owners will receive specificed rents. The government will collect the rents and manage the property. Processing Speeded ° With a view toward speeding up the processing of applications and broadening the scope of the program, certain changes in policy and procedure have been adopted by the National Housing Agency, according to Philip N. Klutznick of Chicago, special representative for the administrator. The new contract is designed to give still further benefits to property owners. If the government takes over mortgage payments on a property and the mortgage is paid up during the life of the lease, the government from that date on will add the amount of the mortgage payment to the monthly rental it pays the property owner. If the government exercises its option to extend the lease beyond the seven-year period, during which conversion costs will have been amortized, the property owner will be paid the money which previously was used to amortize these costs. The overall cost of conversion in the future will be limited.to $2500 per unit produced, instead of $400 per room. This will permit many projects which would have been rejected under the government's original regulations. Contract Revised Another revision will permit the signing of a lease providing for future occupancy. This will allow
evacuation of their premises where previously leases could only be signed with the government taking immediate possession. Under the revised procedures, the government will be obliged to complete any conversion project it starts, or to restore the building to its original condition. Moreover, if the property owner should . desire further alterations than those deemed sufficient by the government, he will be permitted: to use his own funds for the purpose, participating in the same conversion project. The revised lease also carries a clause allowing real estate brokers to collect commissions for handling details of a lease transaction for a property owner. Although such services are not required by the government, some property. owners have preferred to handle their transactions through their regular brokers. Information a n d application forms may be obtained at the war housing center. If the property is found to be acceptable, the application will be forwarded to the Home Owners’ Loan Corporation, the agency which will handle the actual operations of conversion,
