_ THE STATE HIGHWAY COMMISSION, which alreadyshas announced an extensive legislative program, isn’t the only state department which is hoping that the coming G. O. P. controlled assembly

won't get too tight-fisted.

»

The state conservation department also has evolved an elaborate legislative program, a part of which, if approved, would pour thou-

“sands of dollars into the depart-

ment’s tills for various uses. Most interesting of the latter department’s thousands of sportsmen in . the state, is one which would require the state treasurer to reimburse the fish and game division for the free hunting and fishing Mcenses issued to veterans. Enactment of such a law would

pour an estimated $150,000 an-

nually into the fish and game

department.

Harold F. Mosbaugh, depart-

ditional money would make possi~ble a 50 per cent increase in the

propagation of fish and game and - would enable the department to

broaden widely its program.

Mr. Moshaugh points out that this proposal would not abolish the issuance of free hunting and

fishing licenses to veterans, but ‘would meyely mean ® that the sportsmen who buy the $1.50

licenses would not have to carry the entire cost of the state fish

and game department which op-

officials forsee possible financial ‘ehaos for the fish and game de-

partment when this war is over and the thousands of Hoosiers

‘now in the service come back and

get” free hunting licenses unless provision is made now to reimburse the department from the state treasury. The conservation department also would make these free licenses to veterans issuable annually instead of for life as they ste at present. They say that many veterans leave the state and. turn their lifetime licenses over to friends. This proposal would stop that practice.

Seek New Taxes

TWO TAX PROPOSALS, one a new tax and the other an Increase in a present tax, also are included in the department's legislative program. The department proposes that 8 new two-mill tax be levied, the proceeds of which would be earmarked for ‘the acquisition of additional land for state parks and the purchase of new state parks in areas where such facilities are needed. This tax would net the state park department about $84,000 ‘annually. “The present park- system, it Is pointed out, was acquired by the gift of land or funds to buy land by counties and individuals, with the excption of Dunes state park. The tax increase proposal is to raise the present forestry tax from two to five mills, which would net the forestry department about $126,000 additionally.

Need Cash for Forests

THIS MONEY would be used, officials say, to provide necessary funds for the operation of existing state forests and nurseries, to properly administer the forest land classification law and to permit more effective protection of wooded areas by the prevntion of forest fires. No increase in the forestry funds has been made for more than 10 years, although the forestry program has been expanded considerably, department officials said. Among the other proposals is one for the establishment of a pension system for conservation officers. No one can tell now, of course,

‘fust what the mood of the legis-

lature will be. But it’s a good bet that the conservation department, which at present is under Democratic control, won't get far with ‘the financial part of its program

CAPT, RICKENBACKER IN SAN FRANGISGO

SAN FRANCISCO, Dec. 18 .(U. P.). — Capt. Eddie Rickenbacker, America’s most famous war ace, has returned to the mainland, it was learned today, after narrowly escaping death when his plane was forced down in the Pacific nearly two months ago. ® Rickenbacker arrived at the San

Prancisco airport late yesterday and,

went directly to his hotel. He was alone, employees said. The noted flier, who had been on a secret mission for the war department, was deeply tanned, but showed the effects of 24 days on a life raft before he was rescued on Nov, 16, 600 miles north of Samoa. At the airport, Rickenbacker scorned an ambulance which had been sent to bring him into San Francisco. He obtained other transportation and arrived at the hotel alone. Rickenbacker declined to discuss his experiences on the life raft with three companions, one of whom died. The other four occupants of the plane also were rescued.

Calling Women 130 Poands Plus

WASHINGTON, Dec. 18 (U. P.).—Severa hundred women soon will take on a new war-time job here as bus drivers and streetcar motormen and conductors. Capital Transit Co, officials, faced with greater transportation needs and dwindling supply of drivers, said they would start recruiting women on the same basis as men, and pay them equal wages. Women drivers probably will be the non-dizters. Specifications for applicants are: Between 25 and 35 years old, af least 5 feet 5 inches tall without shoes, and at least 130 pounds in weight.
