® Discussing potential size of the army with reporters after the hearing ended, Patterson said the war § department is capable of building , up an army bigger than 7,500,000 men if the military need for such a force presents itself. “But we can’t afford to waste any "of our manpower or productive capacity,” he added. In his testimony Patterson em- ~ phatically opposed suggested legisla- , tion which would give a new civilian "agency direct and complete control of production of war materials. Such a move, he said, would take that control from experienced hands which have achieved a remarkable cord, would cause disastrous con- ~ fusion in the transfer of organization and would almost surely result in production of inferior weapons. The present, system, with procurement of weapons under military “ “control and materials and resources under civilians, is working satisfactorily and should be continued, he asserted. Pointing to the “two years of successful operation” under the present arrangement, Patterson said: “I believe in its continuance. We are not seeking new fields of endeavor.”
