os TANK OATH
‘Measurements Obtained for : Exact Check Against ‘Coupon Sales. All gasoline filling station tanks
in Indiana are being measured to). assure accurate records) of tank|:
capacities and to restrict gasoline purchases to coupon transactions,
Kenneth: Kunkel, state rationing
officer, said today. * At the same time he warned filling
"station operators that they must show justification for furnishing gasoline to motorists who sign a re-| ceipt for gasoline to meet an emer- :
gency involving serious threat to life, ‘health or valuable property. ‘Mr. Kunkel's warning followed
reports ‘from various parts of the|
state ‘that some filling station operators ‘were interpreting ' the emergency regulation too liberally. ' Check on Coupon Sales
Operators are required to turn in| 388 duplicates of the emergency receipt | fi
and ‘if the rationing board is not satisfied that gas was given in good faith, it will not issue an inventory coupon equal to the amount of gasoline ¢ trafisferred. Further action can be taken by the state rationing director. Mr, Kunkel pointed out that the OPA would know the capacity of every tank and against this record would compare a station's future sales as shown by coupons on hand. “We will then be able to determine
- accurately whether sales have been
made on coupon only,” he said. + Must Be Indorsed
He: also pointed out that every station operator must make certain that the coupons he accepts are properly indorsed in compliance with’ rationing regulations. In the case of sales to an “A” card holder, the back of the coupon must bear the automobile’s license number and state of license registration. Otherwise the coupon will be invalid. The same indorsement is required on “B” uo» “pn up?” and “Tr.” Jou-
In the case of coupons in an interchangeable coupon book issued for fleet vehicles, the fleet designation and the state and city or town in which the principal office of the fleet operator is located is required on the reverse side of the coupon. ‘The name and address of the person to whom issued, as it appears on the: front cover of the book, should he on the reverse side of “E” and “R” coupons. In the case of bulk coupons the name and address of the person to whom the coupons were issued should be included in the indorse-
_ ment.’

FARM MEASURE CAUGHT IN JAM
Labor Costs Bill Opposed By President Thought To Be Lost.
WASHINGTON, Dec. 10 (U. P.). —Legislation requiring the government to include the cost of farm labor in maximum prices fixed on agricultural products would raise the general cost of living five or six per cent and the price of food and clothing 13 to 14 per cent, administration spokesmen disclosed yesterday. The 100 per cent of parity base on which farm prices are fixed, it was said, would be increased to 114 or 115 per cent. The legislation, backed by the congressional farm bloc, was whooped throupgh the house with little opposition and was reported
ture committee, Senator Eimer Thomas (D. Okla.), one of the leaders of the farm group, will seek to append the measure to a bill increasing the borrowing power of the reconstruction finance corporation by $5,000,000,000. Farm Bloc Fight
Both proposals, however, are caught in a legislative log jam and Thomas believes the farm bill is dead for this session. But the administration, cognizant -that the
ported’ to OPA, have eut off the measure représents merely the relower part of the sticker and are {opening of the old fight between
using only the upper part of theithe executive branch and the farm |
“on J The lower part lists 17 classifications which are entitled to supplementary gasoline rations and in front of each is a box for a check mark designating the reason any supplementary gas was issued. Mr. Kunkel advised those who have cut off the lower portion to apply for a new sticker. : » » =
Although the deadline for tiré “inspection for the first period is not until Jan, 31, James D. Strickland, state OPA director, today urged automobile owners with tires on which there is considerable mileage to have them inspected at once. He pointed out that owners whose tires can be recapped or repaired
. are not entitled to new tires under
the regulations and that rationing boards have the authority to revoke the gas ration book if an official tire inspector finds signs that the owner has abused his tires.
. Tire Inspection Ceilings
“If the tire inspector finds that you need a recap job, or another
{ tire to replace one that cannot
Ceiling prices have been set on tire inspection. Mr. Strickland
pointed out that an inspector may
up to 25 cents for inspectthe five tires if he doesn’t remove any. However, if it ‘necessary to remove a tire from the rim or wheel for more careful inspection the change then may be up: to 50 cents for each tire removed.

bloc over parity prices, is gearing to oppose it in the next congress. Some officials in the battle against inflation are concerned over the failure of President Roosevelt and the economic stabilization director, James F. Byrnes, to take a definite stand against the legislation. Mr. Roosevelt has said his attitude would be determined by the effect on the cost of living. Data showing that the bill would “virtually - wreck” the program to control the cost of living has been submitted to Byrnes, a responsible official said today. “If this bill passes we might just as well fold up our entire antiinflation effort,” he said.
