Already constructive examination of Beveridge’s “freedom from want” plan has started. The British cahinet has nominated Sir John Anderson, lord president of the council, to conduct a ministerial examination.

The powerful conservative 1922 committee, representing the peers and commons, has appointed a subcommittee, after a two-hour hearing on Beveridge’s personal explanations yesterday, to study the scheme. e liberals are acting similarly. Before Christmas the Socialists, jointly with the British trade unions council, are to hold a joint conference on the subject.

signs of factional criticism from the vested interests, but the more constructive discussion fixes on larger issues. Thus, it begins to be realized that Britain could not long pursue an ideal and necessarily costly policy, alone, bui only in concert with other nations. After the last war, responding to public demand for greatly extended social services, the government

found itself obliged to cut down its

defense program if budget balance were to be maintained without plac-

ing excessive burdens on industry. It is widely agreed that that policy substantially contributed to permitting the present disastrous resumption of armed conflict. Nevertheless, the present social services are costting 432,000,000 pounds sterling ($1,728,000,000) annually and Bever= idge contemplates an initial increase to 697,000,000 pounds,
