United Nations Urged to Move to Get Country Out of War Soon.

By WILLIAM PHILIP SIMMS Scripps-Howard Foreign Editor WASHINGTON, Dec. 3.—Unless Washington, London and Moscow step lively, their generals will outstrip their diplomats. The eagerly awaited opoprtunity to isolate Hitler may suddenly present itself and catch the allies unprepared to take advantage of it. : It is altogether possible, military men say, that the Russians may soon drive the Germans back to Rostov and beyond—that is to say, to the positions they occupied at the utset of their summer offensive. imilarly, the axis may be thrown out of Africa, possibly within 60 or 90 days. If these things happen, a proper handling of Italy, Finland, Hungary, Rumania and Bulgaria may take them all out of 3% the war, leaving Hitler and his Mr. Simms Nazis to face the allies alone. Jugoslavia and Greece might come back as full-fledged belligerents and Turkey might take up arms on our side. In fact, almost anything can happen before 1943 is half over—provided allied diplomacy is ready to follow through the minute the military makes an opening.

Italy Appears the Key

Italy now seems to be the key. The Italians, who were well-nigh unanimously opposed to joining in Hitler's war, have every reason to

Prime Minister Churchill, however, has poinfed the way. He laid the foundation for a workable peace offer when he brought the subject down out of the clouds last Sunday. “One man and one man alone,” he sald, “has hrought (Italy) to this pass. . « . one man and the regime he has created have brought these measureless calamities upon the hard-working, gifted and once happy Italian people, with whom England and the English-speaking world had so many sympathies and never had a quarrel.” By this the British government seemed to he saying that if they would only cist out Mussolini and his gang, the Italian people could have immedi: te peace and with it freedom to live their own lives in their own wiv. If they like their little King Victor Emmanuel—a Fascist victim -they could have him. If they don't, {Hey could have some one else. Or they could have a republic. Or whatever else they might prefer in the way of a government. If that is what Mr. Churchill meant, 4nd if Washington and Mos‘cow feel the same way about it, they should tell the Italians so. They should make it part of a formal peace offer. Italy eould not have Ethiopia, but Libya, which she has done so mich to improve, might remain under Italian tutelage as
