Rationing of sugar and coffee by the old methlod on ration book 1 will continue unchanged. The “point” system, at first glance, looks highly complicated. It has been in operation for more than a year in Great Britain and this correspondent found it apparently working smoothly and heard no complaints from British housewives about it. {

Here’s How It Works

Briefly, the system works as follows: The new U. 8S. ration book will contain a certain number of points —probably 48 for each rationing period of about one month. The OPA will fix a “price” in points for each principal kind of meat—beef, mutten, pork and se forth, the “price” of some will be higher than

able supplies as well as demand. Point price will be announced each period by OPA. : The housewife will have complete freedom of. choice in spending her points. She can spend them on the kinds of meat that are more “expensive” or “cheaper” in terms of points., Herbonly limitation is that

The total meat ration under the new system was not revealed, but Secretary of Agriculture Claude R. Wickard announced Sept. 1 that a weekly ration of about 2'2 pounds for each adult is contemplated. That would be more than three times the ration of about 12 ounces weekly prevailing in both Grea

A 17-YEAR-OLD youth was in the Marion county jail today for “bumming ‘a ride” with a justice, of the peace. John F. Taylor, 3725 Shelby st., returned from a drugstore last night and parked his car in his driveway. When he was getting out he said the youth raised up from the back seat and said, “This is a stickup.” Taylor told police he reached into the car for his 38 caliber revolver and shot through the rear window. The bullet grazed the boy's. head. The boy later told police he knew the justice of peace and was just “bumming a ride.” Taylor said he found a rusty monkey wrench in his back seat this morning and it wasn’t his.

|DARLAN SETS UP

EXILE REGIME’

De Gaullists May Be Swept Aside if Army Policy Wins Out.

By JOHN A. PARRIS (Copyright, 1943, by United Press)

LONDON, Dec. 2.—Admiral Jean Francois Darlan has been in secret communication with Marshal Henri

‘| Philippe Petain and is seeking to

establish himself as the top spokesman of Frenchmen fighting in the allied cause, At his headquarters in French North Africa Darlan has just formed an imperial French council, of which he ‘assumed the prerogatives of “chief of state,” with the determination of making it in effect a government in exile to represent France to all the world, Darlan ‘is building for permanent leadership which would mean the sidetracking of the Fighting French and Gen. Charles de Gaulle. In North Afric, from which I have just come by airplane, American military®authorities believe that France regards Darlan as the No. 1 hope of the country now that the Germans have occupied all of it. Army Authorities Grateful

They told me that Petain is now a prisoner, with Laval in the driver's seat, but that since the German oc-

mittee of the board’s property man-|

cupation he has been able to communicate secretly with Darlan and

[that he agrees whole-heartedly with {Darlan’s policy.

Petain, though he has no control over the Vichy government remains a great symbol to the French, American informants said, and the French look to Darlan now because of, the belief that he went to North Africa direct from Petain. Darlan is playing for keeps in his

Africa. American military authorities believe that he has rendered invaluable service, which he alone could give in swinging French Africa to the allies. They believe, also,

| that he saved many lives on both

| sides by his action and he is convincing them he is playing ball with them 100 fer cent.

Dakar Cited as Proof

Darlan’s work in bringing the Dakar air, sea and submarine base to the allied side was regarded as a great contribution and went far to convince Americans of his good faith. There is no reason to believe that he will fail to dig himself in permanently if he plays ball. At Algiers I saw Darlan twice. He was heavily tanned with very red cheeks and appeared to be in the best of health. He wore a dark

hat. He was continually smiling and talking and was extremely friendly with Americans.

Darlan still bears hard feelings against the British as a result of the Mers El-Kebir naval battle and always refers to “Americans and their allies”—never mentions the British by name,

Gen. Bergeret Escapes

In announcing Darlan’s new council, Radio Morocco revealed that Gen. Gaston Bergeret, former Vichy minister for aviation and commander-in-chief of the French air force, had escaped to Africa and joined Darlan.

Darlan, Bergeret, Gen. Henri Honbre Giraud, commanding French fighting forces in Africa; Gen. Auguste Nogues, former Vichy resident general and commander in chief in Morocco; Pierre Boisson, governor general of Dakar and French West Africa, sand Yves Chatel, governor general of Algiers, attended the two-day meeting which marked the inauguration of the council. ;

These men, as councillors, constitute in effect Darlan’s cabinet.
