NEW ORLEANS, Nov, 27 (U. P). —Andrew Jackson Higgins Sr., boat builder and potential airplane manJ ufacturer, yesterday, charged the U. S. maritime commission with disregarding presidential instructions to facilitate construction of hundreds of cargo airplanes. Eight or nine weeks ago, Higgins recalled, President Roosevelt issued a directive to the commission and other governmental ‘departments to utilize the site of Higgins’ abandoned liberty shipyard.
