MILK CRISIS IN INDIANA FEARED
Degen Says Federal ‘Understand Problem’ Now.
By DANIEL M. KIDNEY Times Staff Writer
Indiana “accomplished a great deal | in getting federal officials to understand” their problems, according to Oscar Swank, acting chairman of ‘the Indiana milk control board. He warned, however; that Indianapolis -and- other large Indiana cities ‘will face an acute milk shortage shortly uniess drastic steps are taken immediately to puncture OPA ceiling prices and pay a subsidy to : dairy farmers. Mr. Swank said the milk problem in Indiana and other large war pro“@uction centers was “as grave a problem as that of rubber.”
‘Involves Everyone’
3 “It involves every one having any-
thing to do with milk, but particularly the plight of the consumer ‘who may be confronted with the fact that he is unable to obtain any. _ “When OPA froze prices as of March 1, they put a ceiling on 8 to 10 cents per quart milk in num-
. 8 top of 15 cents at New Albany, Jeffersonville and South Bend. Even at the top price it is difficult to get needed supply and at the lower]: prices it is rapidly becoming im-
3 le. So OPA must remedy these ~ £ ineq
ilities. Army Camps Pay More ' “Otherwise the milk will go to army camps paying a cost-plus : price in some cases, such as for that shipped from Shelbyville to the
‘deep South, or to lend-lease processors of butter, cheese, evaporated or ‘Powdered milk. “Dairy farmers cannot operate
4 time industrial market and sell under present OPA ceilings. They : will have to be subsidized to care for this differential.
J Forecasts No Increase Here William Wilson, administrator of the Indianapolis milk market: area, . said he felt that neither the possible OPA “punctured ceilings” nor the * federal subsidy would change the
~ relail price of 14 cents in the In- . dianapolis market.
._ “But price is one factor and | supply another,” he pointed out. “The Indianapolis milkshed area ? cannot expect to pay $3.26 per * hundredweight for Class One milk + ‘While the producer in the area can * obtain $3.50 for Class D. There is ‘Where the subsidy comes in.” © Members of the milk delegation - called on Rep. Louis Ludlow % (D. Ind.) to pay their respects and “enlist whatever aid he may give the matter. While there Mr. ank reported receiving a wire rom the largest producers cream- £ ery at Wabash saying that unless * OPA grants relief in that ares by Nov. 30 they will be forced out of business. The wire was signed by

DECLARE WAR AIMS NOW, WILLKIE ASKS
TORONTO, Nov. 16 (U. P.). — Warning that the united nations must- agree on their common war| aims now, Wendell L. Willkie declared last night that he believes “every drop of blood saved through expediency will be paid for by 20
drawn with the sword.” Addressing a Canadian Aid-to-Russia fund rally in Maple Leaf Gardens, Willkie asserted that the English speaking nations especially must speedily reach a real understanding with Russia and China about post-war aims. “This war is either a grand coalition of peoples, fighting a common war for liberation, or it is nothing,” he said. “It must be either a. great pooling of all our energies, inspired by a united strategy, planned and fought on a global scale, or it will be lost. “We must talk about this war as united peoples; we must discuss its issyes; we must declare the common purpose which drives us all; or we run the risk of having worked and sacrificed and suffered to win a war for no purpose.”
‘CAMPS’ ON STREET, WINDS UP IN CELL
CLEVELAND (U. P.).—Pat Luciano, 40, tired and tiffed, lay down for a nap on a downtown Cleve-|* land sidewalk. The night was chilly so he removed his clothing and with assorted papers lighted a campfire and resumed his nap. To thwart future back-to-nature excursions, police furnished him with a blanket and a comfortable cell—without matches.
