“Bill In Congress Embodies * Bid for Control Over Federal Agency.
Times Special ; ~ WASHINGTON, Nov. 20. — The first official news |by John L. Lewis, president of the United Mine Workers, to regain an influential voice in managing the government agency | “that controls the bituminous coal | industry is embodied in a bill jntroduced in ‘both house and senate. " The bill proposes to transfer the functions and powers of the interior department's bituminous coal division to a three-man commission, in connection with proposed extension of the bituminous coa! stabilization act. The act, under its terms, will expire next April 26,
Revive Guffey Act
This is the “Guffey act,” originally enacted in 1935, declared unconstitutional by the supreme court, on account of its labor provisions, and, re-enacted in revised fornrin 1937, Under it a complicated system of minimum prices and other ‘controls for the: industry have been set up, Originally {the law was adminisftered by a commission of five members, and then by a commission of seven. In 1939 the president, under his reorganization powers, abolished the commission and transferred its powers and. duties to the interior department. This move’ was ‘advised. - by congressional leaders active in reorganization of the government, and was said to have been induced by charges that the commission had | suffered internally from party pol- | itics and patronage troubles, | ‘The move was opposeci by the | United Mine Workers, and is believed to have been one of the reasons why Mr. Lewis became a critic of the Roosevelt administration. The bill introduced this week would transfer the powers over. the coal industry back to g commission

L. W. HULLY GETS ~ TAXPAYERS’ POST
The Indiana Taxpayers association has elected L. W. Hully, manager of the Indianapolis branch of
the International Harvester Co., as|
new treasurer of the association.
He succeeds John A, Brookbank, who moved out of the state. Mr. Brookbank recently retired as Indianapolis manager of the Harvester company. Ernest D. Snider of Columbus, president of the Haw Creek Leather Co, was elected to the board of directors to succeed Joseph L. Davis, of Seymour, head of the Blish Milling Co., who died recently. The executive committee, through Harry Miesse, executive secretary, issued a statement at a luncheon meeting yesterday, pointing out the big cuts made in property taxes all over the state this year. ; “Whenever we can save a dollar of the public's money, that means another dollar available for the purchase of war bonds,” the statement said. I ————————————————— of three members—one a representative of the public, one of the coal operators, and the third of the predominant labor union in the industry. That is the United Mine Workers. Senator Guffey (D. Pa.) and Rep. Jenkins (R. D.) introduced the bill. The former said the measure had been proposed by the U. M. W. legal department.
